The main reasons for businesses having their operating licenses revoked are due to violations of the provisions of the Law on Vietnamese workers working abroad under contracts, such as: not completing procedures to change licenses; businesses not directly organizing services to send workers to work abroad; not sending workers to work abroad within 12 months from the date of license issuance; allowing others to use their licenses to send workers to work abroad as prescribed; not implementing plans to organize specialized apparatus to provide necessary knowledge for workers before going to work abroad...

The Ministry of Labor, Invalids and Social Affairs requires that enterprises whose licenses have been revoked must report on the company's labor situation, and must still be responsible for continuing to manage and support employees who are working and preparing to work abroad. Employees who have been recruited must continue to follow the process and wait for their departure date. Employees working abroad under the management of the enterprise must be supported as usual until their labor contracts expire and they return home.

Statistics on the Electronic Information Portal of the Department of Overseas Labor Management, Ministry of Labor, Invalids and Social Affairs show that there are currently 296 labor export enterprises operating nationwide.

In Nghe An, in 2017, the Department of Labor, Invalids and Social Affairs introduced 62 labor export enterprises for consulting and organizing labor export introduction activities in localities in the province.
