All cosmetic products containing parabens will be recalled starting July 31st.
The Drug Administration of Vietnam (Ministry of Health) announced that from July 31st, it will recall all cosmetic products containing five Paraben derivatives from the market. Any agency or individual continuing to trade or produce these products after this date will be prosecuted according to the law.
Accordingly, as planned, from July 31, 2015, the Drug Administration of Vietnam and the Departments of Health of provinces and cities will issue documents to recall all cosmetic products and revoke the Certificates of Acceptance of Product Announcement for cosmetic products whose formulas contain Isopropylparaben, Isobutylparaben, Phenylparaben, Benzylparaben, and Pentylparaben.
According to Mr. Truong Quoc Cuong, Director of the Drug Administration Department (Ministry of Health), four months ago, in accordance with the ASEAN roadmap for managing cosmetics containing paraben derivatives (the ASEAN general regulation states that after July 31, 2015, cosmetic products containing five paraben derivatives – Isopropylparaben, Isobutylparaben, Phenylparaben, Benzylparaben, and Pentylparaben – are no longer allowed to be sold on the market), the Drug Administration Department advised cosmetic manufacturers and businesses to review the formulas of their products and voluntarily recall cosmetic products containing these five derivatives from the market according to the prescribed roadmap.
Simultaneously, central and local state management agencies (the Drug Administration of Vietnam and provincial/city Departments of Health) have reviewed and compiled lists of organizations and individuals responsible for bringing cosmetics to market, and lists of cosmetic products whose formulas contain these substances.
The Drug Administration of Vietnam affirms that, to date, the State management agency has complete information on the lists and cosmetic products containing the five aforementioned Paraben derivatives, enabling relevant authorities to be aware and implement the recall. The recall of cosmetic products containing paraben will be conducted nationwide starting July 31st.
According to the Drug Administration of Vietnam, in order for the recall of cosmetic products containing parabens to be carried out in accordance with regulations, the Drug Administration requests close coordination between the Departments of Health of provinces and centrally-administered cities with relevant agencies including: the National Steering Committee 389; the Police force; market management agencies; specialized inspectorates… to conduct inspections and checks of cosmetic production and business establishments.
After July 31st, if any organizations or individuals are found to be in violation by continuing to trade or manufacture cosmetic products containing Isopropylparaben, Isobutylparaben, Phenylparaben, Benzylparaben, and Pentylparaben in their formulas, the regulatory authorities will take strict legal action.
