Nghe An's budget revenue in the first 6 months of 2022 is estimated at 10,100 billion VND

(Baonghean.vn) - In the first 6 months of 2022, the State budget revenue in Nghe An province is estimated at 10,100 billion VND, reaching 67.4% of the estimate assigned by the Provincial People's Council and equal to 100.6% compared to the same period in 2021.

On the morning of June 16, under the chairmanship of comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee held a thematic meeting for June 2022.

Attending the meeting were members of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee: Le Hong Vinh and Hoang Nghia Hieu, along with representatives of the leaders of the Provincial People's Council Committees, members of the Provincial People's Committee, and leaders of a number of departments and branches.

Estimated domestic revenue is 9,162 billion VND

Director of the Department of Finance Nguyen Xuan Hai said that in the first 6 months of 2022, the state budget revenue in Nghe An province is estimated at 10,100 billion VND, reaching 67.4% of the estimate assigned by the Provincial People's Council and equal to 100.6% compared to the same period in 2021. Of which, domestic revenue is estimated at 9,162 billion VND; revenue from import and export activities is estimated at 937 billion VND.

Factors affecting budget revenue are due to the socio-economic situation showing signs of recovery. However, the high prices of gasoline, raw materials and materials affect the production and business activities of enterprises and the lives of people. Real estate transfer activities in early 2022 are bustling, leading to an increase in personal income tax.

In the first 6 months of the year, the province also spent 15,303 billion VND, reaching 49.3% of the estimate assigned by the Provincial People's Council. Of which, spending on development investment was 5,600 billion VND; regular spending was 9,242 billion VND; budget reserve spending was 278 billion VND and debt repayment was 5.3 billion VND.

According to the Department of Finance, despite the difficult socio-economic conditions in the first 6 months of the year, the Provincial People's Committee has directed the management and operation of the State budget to ensure budget collection exceeds the schedule assigned by the Provincial People's Council. Budget expenditures meet requirements, ensure regular operating expenses; ensure timely social security policies and regimes.

However, compared to the same period in 2021, the budget revenue growth rate is still low (up 0.6%). Some revenue items have not reached the estimated progress; tax debt remains high at VND 1,008 billion, an increase of VND 225 billion compared to the end of 2021, an increase of VND 21 billion compared to the same period.

In addition, the implementation of the program of practicing thrift and fighting waste during the year achieved good results. Notably, in the investment sector, 135.26 billion VND was saved; Through the preparation, appraisal, approval of estimates, settlement, management and use of state budget funds, 298.99 billion VND was saved; in the work of price appraisal and management, asset procurement, 8.2 billion VND was saved...

However, despite the strong direction and focus, the disbursement rate of public investment capital in the first 6 months of 2022 in the whole province is still not high (reaching 28.59%). The rate of land recovery and conversion of land use purposes for construction works and projects is still low. The management, exploitation and trading of minerals still has many shortcomings and inadequacies, affecting the State budget, natural resources and people's living environment.

Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that the State budget collection in the first 6 months achieved positive results, especially domestic revenue achieved high results. Some localities such as Thanh Chuong, Anh Son, Do Luong, Dien Chau, Tan Ky had very positive budget collection results, reaching and exceeding the assigned estimates. In addition, budget expenditure was implemented according to plan, ensuring savings, and achieving spending targets as required.

Regarding the work of practicing thrift and fighting waste, the head of the Provincial People's Committee requested the Department of Finance to request the districts to fully report before the Provincial People's Council meeting.

Administrative reform has changed but not as expected

Reporting on administrative reform work in the first 6 months of the year, Director of the Department of Home Affairs Nguyen Viet Hung said that this work has many positive changes, especially the leadership role of Party committees at all levels, the direction and administration of authorities at all levels are more drastic, faster and more effective.

Sectors and levels actively advise and propose to cut unnecessary documents, reduce processing time, actively review and develop internal procedures and electronic procedures in handling administrative procedures of their units.

The number of administrative procedures handled at level 3 and level 4 has increased. 100% of administrative procedures of agencies and units at all levels have been carried out under the one-stop mechanism. The handling of administrative procedures at all levels meets the requirements of people and businesses, ensuring convenience and compliance with regulations.

With the strong direction of the Provincial People's Committee, all sectors and levels have been focusing on accelerating digital transformation in agencies and units. The application of information technology in management, direction and operation is increasingly strong. At the provincial level, there are 21 departments and sectors providing 204 level 3 online public services; 774 level 4 online public services.

The review, arrangement of the organizational apparatus, restructuring of the staff, civil servants and public employees towards streamlining, ensuring effective and efficient operations in accordance with the direction of the Central and the province are carried out seriously and effectively. The work of assigning and decentralizing tasks, associated with the responsibility of the head, is increasingly concerned and thoroughly implemented.

Assessing the administrative reform work in the first 6 months of the year, Chairman of the Provincial People's Committee Nguyen Duc Trung said that although there have been many changes, this work still has many contents that have not met expectations and wishes. The Department of Home Affairs needs to seriously absorb the opinions of the sectors so that this work can be effective, contributing more positively to the task of socio-economic development. On the other hand, it is necessary to update information more suitable to the situation; it is necessary to specify the shortcomings and limitations, clearly stating which units have not completed.

The Chairman of the Provincial People's Committee requested the Department of Home Affairs to pay attention to re-evaluating the criteria for evaluating and ranking administrative reforms in a clear, transparent and convincing manner. Regarding the official mailbox in the past, there were many limitations and it was not really effective. Therefore, it is necessary to upgrade this system to improve the convenience for users. The sectors concerned should review the project to reorganize the apparatus and advise to be able to adjust the contents of the project appropriately in the coming time./.
