PV:From May 28, Circular 06/2019/TT-BGDDT on the code of conduct in educational institutions officially took effect and this is the first time the Ministry of Education and Training has developed this code of conduct. What is the significance of the Circular at this time, Deputy Minister?
Deputy Minister of Education and Training Nguyen Thi Nghia:Up to now, 68.7% of general schools nationwide have issued and implemented codes of conduct, of which 54.6% have implemented them seriously and have effective sanctions for violations.

In addition, the impact of the market mechanism has also affected the school environment. Therefore, in some places, there are still situations where teachers and students lack standards of behavior, violate teachers' ethics... affecting the physical and mental health of students and the educational environment.
In that context, the issuance of Circular 06 will be an important institution for schools to strengthen order, discipline, and build school culture; in which, roles, responsibilities, and specific behavioral regulations are determined for all subjects, especially the exemplary role of school managers and teachers.

Deputy Minister of Education and Training Nguyen Thi Nghia:When developing this regulation, we have carefully considered and consulted relevant laws and regulations. At the same time, we have consulted objective assessments and surveys on the impact of social media use on young people, including students.
How to implement Circular 06 is to be tested in practice. But Circular 06 is to promote democracy in schools and also to create relationships between subjects such as teachers, managers, students, parents and with the environment, with oneself on the basis of core values: respect, responsibility, humanity, honesty and cooperation.

PV:For the code to be truly effective, what monitoring mechanism will the Ministry of Education and Training have so that in the long term the code will become an important basis for building culture in today's schools?
Deputy Minister of Education and Training Nguyen Thi Nghia:In Circular 06, the Ministry only provides a framework and will assign responsibility to all preschool, general education, and continuing education institutions to issue a code of conduct with the participation of staff, teachers, administrators, and parents. Participation in the development ensures that the code of conduct is implemented democratically in schools and contributes to building a safe, healthy, and regulated school culture.

We recently surveyed some localities and found that some units implemented it quite quickly and have issued documents requesting educational institutions to develop a code of conduct. As for how the code of conduct will be implemented in life, we think we will have to wait for the departments to implement it and we will still organize conferences and seminars and make adjustments if there are any inappropriate things.
