Trinh Xuan Thanh's appointment file included advice and instructions from competent authorities, but was lost.

At the press conference on the afternoon of December 1, the representative of the Ministry of Home Affairs received a question from a reporter about the loss of the appointment records and documents of Trinh Xuan Thanh (former Vice Chairman of the People's Committee of Hau Giang province).

Recently, the Central Inspection Committee concluded that Mr. Tran Anh Tuan - Deputy Minister of Home Affairs, did not violate the regulations on protecting confidentiality related to the above-mentioned records and documents. So what is the Ministry's opinion?

Deputy Minister of Home Affairs Nguyen Duy Thang said that the conclusion of the Central Inspection Committee was "informed privately" to the Ministry and required the information to be kept confidential, so he "does not understand where the press got the information".

According to Mr. Thang, the management of records is carried out in accordance with legal regulations and the Central Inspection Committee, when concluding the cases related to Trinh Xuan Thanh, stated that the Ministry of Home Affairs needed to invite the Ministry of Public Security to investigate.

"Based on the conclusion of the Ministry of Public Security, I think the competent authorities need to intervene to clearly conclude why the file was lost. The file contains component documents, opinions from the advisory agency, instructions from the competent authority... Currently, the file is lost, so it is difficult to evaluate, we must base it on the conclusion of the Ministry of Public Security," said Mr. Thang.

At a press conference in August, Deputy Minister of Home Affairs Nguyen Trong Thua informed that the original file appointing Mr. Trinh Xuan Thanh as Vice Chairman of Hau Giang Provincial People's Committee (in 2015) was lost.

At the time of the incident, the agency received two sets of documents with red stamps requesting approval of the position of Vice Chairman of Hau Giang Province for Mr. Trinh Xuan Thanh. "However, the Ministry currently only has one original copy, and the other copy with the official dispatch stamp is missing. The Ministry is checking and clarifying the responsibilities of related individuals and organizations; when there is a specific conclusion, it will be made public," said Mr. Thua.

Previously, in May 2015, Mr. Trinh Xuan Thanh, from the Department of Enterprise Innovation, Ministry of Industry and Trade, was transferred and elected as Vice Chairman of Hau Giang Provincial People's Committee.

He has held many leadership positions at the Vietnam Oil and Gas Construction Corporation (PVC), the industry and trade sector, and the People's Committee of Hau Giang province before being wanted...

On July 31, authorities reported that Mr. Thanh "went to the Criminal Investigation Department of the Ministry of Public Security to surrender."
