Prime Minister: Issue 28 decrees on decentralization, delegation of power, and assignment of authority no later than June 15
On the evening of May 29, Prime Minister Pham Minh Chinh chaired a Government meeting on reviewing decentralization, delegation of power and assignment of authority associated with the implementation of the two-level local government organization model.

Also attending the meeting were Politburo members, Party Central Committee members, Deputy Prime Ministers, Government members, leaders of ministries, branches and Government agencies.
At the meeting, delegates listened to reports, discussed and gave opinions on the results of reviewing, developing and appraising decrees on decentralization, delegation of power and assignment of authority associated with the implementation of the 2-level local government organization model (assigning tasks and authority of the district level to the provincial and communal levels).
According to reports at the meeting, implementing the policy of promoting decentralization and delegation of power according to the conclusions, plans and directions of the Politburo, the Secretariat and the Central Steering Committee, the Government promptly issued a plan for Deputy Prime Ministers in charge of the field to directly work and give direction on the contents of reviewing, proposing decentralization, delegation of power and determination of authority of ministries and ministerial-level agencies.

The Ministry of Home Affairs and the Ministry of Justice have guided ministries and ministerial-level agencies to draft decrees. Ministers and heads of ministerial-level agencies have identified the drafting of these decrees as a particularly important task that requires focus on organizing and implementing according to plan.
Based on the review of 5,076 legal documents, to date, ministries and ministerial-level agencies have completed draft decrees; sent them to local authorities for comments and sent them to the Ministry of Justice for appraisal. Ministries and branches are reviewing and publishing administrative procedures under their authority immediately after the decrees are issued.
In his concluding remarks, Prime Minister Pham Minh Chinh highly appreciated the efforts of relevant ministries and branches in developing and appraising the decrees and absorbing comments at the meeting on May 17 to complete the draft decrees.




The Prime Minister requested that Government members continue to seriously implement the Politburo's direction on decentralization and delegation of power to improve the effectiveness and efficiency of the political system's operations, meeting the requirements of national development in the new era; and institutionalize the Party's viewpoints and policies on promoting decentralization and delegation of power.
The Prime Minister emphasized a number of principled issues for ministries and branches to continue reviewing and perfecting the decrees. That is, it is necessary to thoroughly grasp the spirit of "locality decides, locality acts, locality takes responsibility", propose thorough decentralization and delegation of power from higher to lower levels, from the National Assembly to the Government, from the Government to localities; decentralization and delegation of power go hand in hand with resource allocation, improve the implementation capacity of lower levels, design tools to strengthen inspection, supervision and control of power.

The Prime Minister requested that on May 30, the appraisal of 28 draft decrees of the Government be completed; from now until June 10, ministries and branches continue to receive opinions, review the contents to ensure they are close to reality, without overlap or omission; and submit the decrees for promulgation no later than June 15.
The Ministry of Justice and the Ministry of Home Affairs urgently reviewed data and completed the dossiers of 28 decrees to report to competent authorities for consideration and comments.
