Prime Minister issues directive to urge task implementation after Tet holiday
The Prime Minister has just issued Directive No. 06/CT-TTg urging the implementation of tasks after the 2021 Lunar New Year holiday.

The Directive clearly stated that, in the face of great difficulties and challenges in 2020, especially the serious impact and influence on many aspects of the Covid-19 pandemic and natural disasters, historic storms and floods in the Central region, but with high determination and great efforts of the entire political system, business community and people, our country has achieved important and quite comprehensive results in all fields, successfully implementing the "dual goal" of both resolutely preventing and fighting the epidemic and focusing on recovering and developing the socio-economy; ensuring social security and improving people's lives. In particular, the 13th National Congress of the Party was a great success, contributing to strengthening the confidence, spirit and pride in our country's steady progress in the new development stage.
In order to prepare well for the conditions to serve the people to celebrate the Lunar New Year of Tan Suu 2021, all levels and sectors have focused on seriously implementing Directive No. 48-CT/TW dated December 9, 2020 of the Secretariat and Directive No. 44/CT-TTg dated December 21, 2020 of the Prime Minister. In the context of the Covid-19 pandemic reappearing in the community since the end of January 2021 and spreading rapidly on a large scale due to a new variant of the virus in some localities, with the spirit of "fighting the epidemic like fighting the enemy", all levels, sectors, agencies, units, functional forces, especially the health sector and localities have proactively deployed timely, drastic, synchronous, strong, creative, and effective measures to prevent and control the epidemic; The determination to quickly prevent the spread of the disease and quickly extinguish outbreaks is considered the most important political task of all levels, sectors and the entire political system. Up to now, the epidemic in most localities has been quickly detected, contained and basically controlled, except for Hai Duong province, which still has many new infections.

During Tet, thanks to the proactive and active participation of the entire political system in preparing for Tet and many synchronous measures deployed to prevent and fight the Covid-19 epidemic, people across the country celebrated Tet in a joyful, safe and joyful atmosphere... People's health care was given attention and implemented well. During Tet, the market of goods was abundant, prices were stable, and food demand was fully met to serve people during Tet. Salaries and bonuses for workers were basically guaranteed to be timely and in accordance with regulations. Information and propaganda activities on the country's achievements, activities to celebrate the Party and celebrate Spring were enhanced in accordance with the developments of the epidemic situation.
The Prime Minister acknowledged, highly appreciated and commended the determination and efforts of the National Steering Committee for Covid-19 Prevention and Control, ministries, agencies, localities, and functional forces that have well organized and implemented tasks during Tet, especially the team of doctors, medical staff, police, military, volunteers and localities that have proactively and resolutely implemented Directive No. 05/CT-TTg dated January 28, 2021 of the Prime Minister, the direction of the Government in Resolution No. 19/NQ-CP dated February 10, 2021 on Covid-19 prevention and control...
In addition, during the Tet holiday, there were many traffic accidents, illegal storage and burning of firecrackers and fireworks in some localities; illegal immigration remained complicated; the number of new Covid-19 infections continued to increase; purchasing power increased slowly, passenger transport output decreased sharply compared to the same period last year. Ministries, branches and localities need to continue to review, learn from experience, rectify and continue to have timely and effective solutions, especially in the prevention and control of the Covid-19 epidemic.
In order to strive to successfully and comprehensively implement the socio-economic development goals and tasks in 2021 set out in the Central Committee's Conclusions, the National Assembly's Resolutions, the Government, the Prime Minister requests ministries, agencies and localities to seriously grasp and focus on implementing the tasks and work right from the first working day after the Tet holiday.
Completely suppress outbreaks as soon as possible
Specifically, ministries, branches and localities must thoroughly grasp and steadfastly implement the "dual goal", absolutely not be subjective with the epidemic, proactively monitor and closely follow the situation, prepare scenarios, situations and solutions to effectively respond to the epidemic's developments; continue to strictly implement the Prime Minister's direction in Directive No. 05/CT-TTg dated January 28, 2021; at the same time, strongly promote production and business activities in all fields and localities, creating an exciting atmosphere right from the first year of implementing the Resolution of the 13th National Party Congress and the Resolution of Party Congresses at all levels.
The National Steering Committee for Covid-19 Prevention and Control, the Ministry of Health, ministries, agencies and localities focus on quickly zoning outbreaks, rapidly tracing, identifying suspected cases, and conducting large-scale testing; strictly managing quarantine and blockade areas to prevent cross-infection; promptly organizing social distancing when new infections are detected within an appropriate scope; strengthening medical declarations at accommodation establishments; strictly implementing the "5K" message, especially requiring the wearing of masks in public places; and thoroughly suppressing outbreaks as soon as possible.
The Ministry of Health shall preside over and coordinate with agencies and localities to study new approaches to epidemic prevention and control in accordance with the developments of the Covid-19 epidemic in the country and around the world; promptly implement the Prime Minister's direction on importing foreign Covid-19 vaccines, promoting research and production of domestic Covid-19 vaccines; and promptly promulgate procedures for importing and vaccinating Covid-19 vaccines.
Promote economic growth
Ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally run cities continue to consistently target macroeconomic stability, inflation control, ensuring major balances of the economy, while promoting economic growth, and more drastically reforming administrative procedures and the investment and business environment.
In particular, the Ministries of Planning and Investment, Finance, Industry and Trade, State Bank of Vietnam and relevant agencies, according to their assigned functions and tasks, focus on researching and harmoniously and effectively handling major balances in national development to implement the socio-economic development plan for 2021 and the 5-year period 2021-2025, the 10-year socio-economic development strategy 2021-2030, focusing on opening up, innovating, promoting socio-economic development associated with consolidating and enhancing the leadership role of the Party; rapidly developing the economy along with progress, social equity, environmental protection; promoting both internal and external resources; determining short-term goals while taking into account long-term, sustainable goals; ensuring national financial resources and other macroeconomic balances.
The State Bank of Vietnam shall preside over and coordinate with relevant agencies to continue to maintain stability in the monetary market, foreign exchange market, and gold market; regulate interest rates and credit in line with macro balance, inflation, and market developments; support credit promotion in key sectors and areas, creating momentum for economic recovery in the context of new developments of the COVID-19 pandemic; promote digital transformation in banking activities, promote non-cash payments and develop new banking services and products, and enhance access to financial services.
Removing production difficulties
Ministries and agencies: Planning and Investment, Finance, Labor - Invalids and Social Affairs and the State Bank of Vietnam assess the results of implementing current policies to support businesses, people and workers facing difficulties due to the Covid-19 pandemic; promptly propose adjustments or issue new support policies and recommend allocating funding sources for effective and feasible implementation.
The Ministry of Planning and Investment, relevant ministries, agencies and localities focus on immediately removing difficulties for investment, production and business projects facing difficulties, especially in major economic centers of the country; solutions and tasks to promote disbursement of public investment capital in general and ODA projects in particular in the Government's Resolutions; quickly deploy the allocation and assignment of public investment capital plans, ensuring the quality and progress of disbursement of projects right from the beginning of the year.
The Ministry of Industry and Trade, relevant ministries, agencies and localities shall synchronously implement measures to develop the domestic market, stimulate reasonable consumption; support businesses in connecting to markets, promoting exports, effectively utilizing and exploiting free trade agreements, and proactively responding to foreign trade defense lawsuits.
Strengthening the improvement of the business investment environment, reducing costs, enhancing the competitiveness of enterprises, attracting investment, strongly promoting industries and services to create momentum for economic growth. Issuing a Plan to reduce and simplify regulations related to business activities in 2021 and organizing implementation; strengthening dialogue, consultation, and receiving opinions from organizations, associations, and enterprises on regulations that are no longer suitable, are barriers, and cause difficulties for production and business activities in order to promptly amend or recommend competent authorities to amend to remove difficulties and obstacles for enterprises and people.
Effective implementation of the initiative to plant 1 billion new trees
The Ministry of Agriculture and Rural Development continues to closely monitor the weather situation, promptly direct and guide localities to implement agricultural production plans, focusing on: planting spring rice in the North to ensure the time frame; closely monitoring the disease situation on crops and livestock, especially African swine fever and avian influenza to proactively deploy measures to prevent, combat and protect production; taking advantage of favorable weather conditions to promote the planting, protection and development of forests, effectively implementing the initiative to plant 1 billion new trees, organizing tree planting campaigns in localities right after Tet; ensuring adequate supply of irrigation water for agricultural production; continuing to strengthen the prevention and control of natural disasters, especially drought, saltwater intrusion in the Mekong Delta and storms, hail, etc.
Localities deploy winter-spring crop production according to the direction and guidance of the Ministry of Agriculture and Rural Development; continue to overcome the consequences of natural disasters, storms and floods, ensuring people have stable housing before the upcoming storm and flood season.
The Ministries of Planning and Investment, Natural Resources and Environment, Agriculture and Rural Development and relevant agencies focus on developing national and regional planning, including promptly completing the National Land Use Planning, National Marine Spatial Planning, Mekong Delta Regional Planning, national sectoral planning and specialized technical planning in accordance with the provisions of the law on planning, promptly handling problems arising in the implementation of planning and related legal provisions.
Ministries and ministerial-level agencies, according to their assigned tasks, shall promptly submit to the Government and the Prime Minister documents detailing the implementation of new laws passed by the National Assembly, including the Law on Environmental Protection (amended), the Law on Amending and Supplementing a Number of Articles of the Law on Natural Disaster Prevention and Control and the Law on Dikes...; review, research, and propose appropriate mechanisms and policies to promote socio-economic development.
The Ministry of Industry and Trade focuses on directing the promotion of industrial production right after the Tet holiday; urgently speeds up the completion of large-scale energy and industrial projects; ensures sufficient electricity supply for the economy; coordinates with the Ministry of Transport, the Ministry of Agriculture and Rural Development, relevant agencies and localities to have specific and effective solutions to support and facilitate the circulation, import and export, and consumption of goods, especially raw materials for production and agricultural products in localities with the Covid-19 epidemic, to avoid congestion in the delivery and transportation stages that affect the production and business activities of enterprises and people; coordinates with the Ministry of Health to ensure adequate supply of materials and equipment for Covid-19 prevention and control; directs the inspection and supervision of the implementation of Covid-19 prevention and control measures at production establishments, factories, markets, supermarkets, and commercial centers, etc.
The Ministry of Transport directs the arrangement of sufficient means of transport to meet travel needs after Tet; strengthens inspection and supervision of strict compliance with legal regulations on ensuring traffic safety and order and requirements for Covid-19 prevention and control; accelerates the progress of key projects, especially the Eastern North-South Expressway project and new projects starting construction in late 2020 and early 2021; urgently operates and exploits newly put into use, ensuring safety and efficiency.
Minimize or stop festival activities
The Ministry of Culture, Sports and Tourism and localities shall strengthen the management of cultural, sports, tourism and spring festival activities in association with safety in preventing and combating the Covid-19 epidemic; minimize or stop festival activities and large gatherings to minimize the possibility of disease spread.
The Ministry of Education and Training shall preside over and coordinate with the Ministry of Health and relevant agencies to guide localities and educational and training establishments on the return to school of students, the organization of learning at school in conjunction with the prevention and control of the Covid-19 epidemic, and the transition to online learning to ensure the curriculum.
The Ministry of Labor, War Invalids and Social Affairs proactively coordinates with localities to promptly find appropriate solutions to limit labor shortages after Tet holiday, especially in industrial parks and export processing zones.
The Ministry of Public Security continues to fight and suppress all types of crimes, law violations and social evils. Strengthen the work of ensuring traffic order and safety, resolutely and strictly handle violations of alcohol concentration, drug use while driving, and speeding; actively participate in the work of preventing and fighting the Covid-19 epidemic.
