To celebrate the 71st anniversary of President Ho Chi Minh's Appeal for Patriotic Emulation (June 11, 1948 - June 11, 2019), the 129th anniversary of President Ho Chi Minh's birthday (May 19, 1890 - May 19, 2019) and the 50th anniversary of implementing Ho Chi Minh's Testament (1969-2019), on the morning of May 19, the Central Emulation and Reward Council held a launching ceremony of the Emulation Movement "Cadres, civil servants, and public employees compete to implement office culture".Prime Minister Nguyen Xuan Phuc attended and spoke at the launching ceremony.

Also attending the launching ceremony were Politburo members: Standing member of the Secretariat Tran Quoc Vuong; Head of the Central Organizing Committee Pham Minh Chinh; Head of the Central Propaganda Department Vo Van Thuong and Vice President, First Vice President of the Central Emulation and Commendation Council Dang Thi Ngoc Thinh, President of the Central Committee of the Vietnam Fatherland Front, Vice President of the Central Emulation and Commendation Council Tran Thanh Man, along with representatives of central departments, ministries and branches.

At the ceremony, Prime Minister Nguyen Xuan Phuc affirmed that implementing a progressive and civilized office culture means forming a standard, professional, dynamic, effective, disciplined and orderly working style and behavior.

In recent times, the civil service has increasingly moved towards professionalism, and there has been clear progress in communication and behavior. However, a number of civil servants still have a strong authoritarian mindset, lack responsibility towards the people, have inappropriate words and behaviors, do not respect superiors, and are unfair to subordinates, causing resentment among the people and the business community.

Launching a movement for civil servants and public employees to compete in implementing office culture, towards 50 years of implementing Uncle Ho's Testament, Prime Minister Nguyen Xuan Phuc called on each cadre and public employee to promote the spirit of national pride, solidarity, joint efforts, demonstrate intelligence and courage to compete in implementing office culture, public service ethics, and wholeheartedly serve the people and the Fatherland.

Prime Minister Nguyen Xuan Phuc requires officials and employees not to quit their jobs, not to overindulge every second, every minute, every penny of the people's taxes. Practice working until the end of the working day, eliminating the culture of "going to work with an umbrella in the morning and going home with an umbrella in the afternoon".

“We need to immediately eliminate the culture of not moving, waiting until the water reaches our feet to do something, waiting to be reminded to do it, or doing it without being reminded but delaying the handling of assigned tasks that the people and agencies are expecting. Office culture must connect family and social culture. Civil servants must truly set an example in their family, children, friends, colleagues and social relationships. Office culture is punctuality, not coming late and leaving early, eliminating the culture of leaving work without a valid reason,” the Prime Minister emphasized.

To concretize the above viewpoints, the Prime Minister proposed to implement the movement into a strategy to build office culture based on 3 pillars. Specifically, it is necessary to build a system of standard values ​​for office culture, because this is a prerequisite requirement, office culture cannot be measured directly but is formed from the consciousness of each person, creating beliefs, values, motivations, behaviors, and work of each individual.

According to the Prime Minister, the second pillar is to create a cultured and effective working environment. There cannot be a cultured office if the working environment lacks cultural standards, there is internal tension, scrutiny, suspicion, and lack of cooperation. The work goal only focuses on salary instead of the value of work created and contributed.

The third pillar is to form the image of a professional, dedicated, exemplary, creative civil servant serving the people.

Prime Minister Nguyen Xuan Phuc stated that each person, as a civil servant, must shape himself to become a model, creative civil servant, always dedicated to the interests of the people and businesses. In all positions and working conditions, he must always strive to fulfill assigned responsibilities, creating trust and friendliness between leaders and colleagues and the people. Professionalism in the office is demonstrated in professionalism in communication and behavior with superiors, peers and subordinates, knowing how to organize work and complete assigned tasks.

Aiming at the above three pillars, Prime Minister Nguyen Xuan Phuc requires heads of agencies and units to take the lead and set an example in implementing office culture. Implementing the movement of cadres, civil servants, and public employees, competing to implement office culture is also implementing Uncle Ho's teachings on "Diligence - Thrift - Integrity - Uprightness".

At the launching ceremony, representatives of central ministries, departments, branches and local authorities expressed their commitment to spreading the Prime Minister's directive spirit and hoped that office culture would blend into the cultural capital of the community and society to create new vitality and new values ​​in the development process of a locality and a country, contributing to changes in the working environment of the entire political system from the central to the grassroots level.

Also at the launching ceremony, Prime Minister Nguyen Xuan Phuc and Standing member of the Secretariat Tran Quoc Vuong presented flags to ministries, branches and localities with outstanding achievements in the emulation movement in 2018./.
