The Prime Minister directed to focus on recovering corrupt assets.
On April 28, Prime Minister Nguyen Xuan Phuc signed a directive on strengthening the detection and handling of corruption cases.
The Directive clearly states that the Ministry of Public Security “applies timely and accurate measures of investigation, verification, and judicial appraisal, focusing on recovering corrupt assets during the investigation and handling of cases and lawsuits. Strictly handle acts of covering up corruption and lack of determination in recovering corrupt assets.”

Overcoming the state of deference
Ministers, heads of ministerial-level agencies, government agencies, and Chairmen of People's Committees of provinces and centrally run cities must proactively inspect and promptly detect acts of corruption for handling or transferring them to competent authorities for handling in accordance with the provisions of law.
The Prime Minister requested to overcome the situation of being lenient and not strictly handling cases with signs of corruption; well implementing democratic regulations in agencies and units to encourage everyone to participate in detecting acts of corruption; ensuring publicity and transparency in activities in agencies, organizations and units, creating conditions for everyone to participate in detecting acts of corruption.
At the same time, develop and promulgate standard appraisal procedures in the areas under management authority in 2016, especially in areas where the number of corruption cases requiring appraisal is increasing, such as: Finance, banking, construction, transportation, natural resources and environment.
It clearly defines the time for conducting appraisals and specific professional standards, economic and technical standards applied in the appraisal process for each type of work to ensure the quality and effectiveness of appraisal activities; reviews, consolidates and increases the quantity and quality of the team of appraisers in areas under management authority based on the appraisal needs of litigation activities.
Improve the quality of inspection
The Prime Minister instructed the Government Inspectorate to improve the quality of inspections, promptly detect acts of corruption for handling, and recommend that competent authorities strictly handle them in accordance with the law; closely coordinate with investigation agencies and the Procuracy to promptly handle cases with signs of corruption crimes discovered during the inspection process.
The Government Inspectorate must also focus on post-inspection handling to improve the effectiveness of detecting corruption and take decisive measures to handle violations discovered during inspection.
Promptly apply appropriate measures to recover or recommend competent authorities to recover assets acquired through corruption discovered during the inspection and handling of corruption cases.
Strictly handle officials and civil servants who show signs of cover-up during the inspection process, lack of determination in concluding inspections, handling corruption cases and recovering corrupt assets.
Proactively identify areas at high risk of corruption to develop annual inspection program orientations to promptly detect, prevent and handle corrupt acts.
The Ministry of Public Security is assigned to preside over and coordinate with relevant agencies to research and perfect the investigation process to ensure avoiding wrongful convictions and missed crimes; and to promptly prevent and stop negative incidents in the process of accessing, collecting information, verifying, prosecuting, and investigating by officials and competent persons in the performance of official duties.
Specify specific cases and measures to protect whistleblowers; promptly handle acts of retaliation against whistleblowers. Publicly implement regulations on whistleblower protection.
Coordinate with the Supreme People's Procuracy in signing judicial assistance agreements on extradition of corruption criminals and recovery of corrupt assets related to foreign countries, in accordance with international law and Vietnamese law.
