Prime Minister directs to remove obstacles in legal regulations in the fields of minerals and land
Prime Minister Pham Minh Chinh signed Official Dispatch No. 130/CD-TTg dated August 8, 2025 requesting ministries, branches and localities to focus on reviewing and promptly removing obstacles caused by legal regulations in the fields of minerals and land.

In recent times, Ministries and People's Committees of provinces and centrally run cities have made great efforts in developing and perfecting legal documents in the fields of minerals and land. The 2024 Law on Geology and Minerals and the 2024 Land Law have resolved many problems and shortcomings of the 2010 Law on Minerals and the 2013 Law on Land; however, in the implementation process, there are still many problems and shortcomings that have not been thoroughly resolved and are not suitable for the 2-level local government organization model, causing difficulties, bottlenecks, and hindering socio-economic development.
The Politburo has directed the amendment of the Law on Geology and Minerals, the Party Central Committee has directed the amendment of the Land Law, submitted to the National Assembly for approval at the 10th session of the 15th National Assembly (October 2025).
To promptly remove obstacles and bottlenecks, create momentum to promote rapid and sustainable development, effectively exploit the potential of mineral and land resources, contributing to the successful implementation of the double-digit GDP growth target for the 2026 - 2030 period, the Prime Minister requested:
1. Ministers of ministries, branches, Chairmen of People's Committees of provinces and centrally-run cities:
a) Directing the focus on thorough and comprehensive review, identifying difficulties and inadequacies in the provisions of the Law on Geology and Minerals, the Law on Land and Decrees and Circulars guiding the Law; in which it is required to clearly state the content of difficulties, provisions in articles, clauses, points of the Law, Decree, Circular and propose and recommend specific solutions for amendment, supplementation, and abolition; send to the Ministry of Agriculture and Environment before August 20, 2025.
b) The proposed contents and solutions need to be thoroughly and effectively handled, without any more obstacles or difficulties, so that all activities in the fields of minerals and land in the locality and sector are most favorable, in the spirit of: maximum decentralization and delegation of authority so that grassroots, local and direct levels can proactively decide, proactively act and take responsibility; minimize cumbersome and unnecessary administrative procedures and strengthen post-inspection.
2. Minister of Agriculture and Environment:
a) Directing urgent review and full synthesis of opinions from ministries and localities to amend and supplement legal documents in the fields of minerals and land to remove obstacles and shortcomings, on the principle of thorough decentralization, minimizing administrative procedures, ensuring transparency, strengthening post-inspection, and reporting to the Prime Minister the synthesis results before August 22, 2025.
b) Coordinate with relevant ministries and agencies to urgently complete the dossier of the Draft Law amending and supplementing a number of articles of the Law on Geology and Minerals, the Draft Law on Land (amended) to ensure timely submission to the National Assembly at the 10th Session of the 15th National Assembly (October 2025); at the same time, focus on reviewing and amending documents detailing the implementation of the Law to ensure consistency, unity and timeliness with the amended Laws.
c) Immediately amend, supplement, and replace problematic regulations in documents under authority, propose the Government and Prime Minister to amend documents under the authority of the Government and Prime Minister, to be completed before September 10, 2025.

3. Assign Deputy Prime Minister Tran Hong Hadirectly direct the implementation of the above tasks.
