Prime Minister Pham Minh Chinh requested ministries, agencies, and localities to focus on search and rescue efforts and promptly address the consequences of the storms and floods, especially ensuring housing and restoring essential services such as transportation, electricity, water, telecommunications, healthcare, and education.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 176/CD-TTg dated September 29, 2025, on urgently addressing the consequences of Typhoon No. 10 and floods.

Official dispatch sent to the Chairpersons of the People's Committees of the provinces and cities of Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Phu Tho, Son La, Lao Cai, Da Nang, Gia Lai and Ho Chi Minh City; Ministers, Heads of ministerial-level agencies and government agencies; and the Office of the National Steering Committee for Civil Defense.

According to a preliminary report from the Ministry of Agriculture and Environment (compiled from initial reports from localities as of 12:00 PM on September 29, 2025), Typhoon No. 10 and the resulting floods have caused 11 deaths, 13 missing persons, 8 people currently out of contact, 33 injured, and extensive damage to houses, production facilities, and businesses.

The Prime Minister extends his deepest condolences to the families of the victims. The Prime Minister requests:

1. The Chairpersons of the People's Committees of provinces and cities with citizens who were victims, missing, lost contact, injured, or suffered damage due to Typhoon No. 10 and floods, and the leaders of relevant agencies, shall focus on directing and implementing search and rescue operations and khắc phục hậu quả (mitigating the consequences) of the typhoon and floods, concentrating on the following tasks:

(i) Organize visits, offer encouragement and provide maximum support to families of victims in accordance with regulations; coordinate and assist victims' families in arranging proper funerals for those who died according to local customs.

(ii) Provide free medical treatment for the injured; mobilize forces to continue searching for and rescuing those still missing or out of contact with the utmost urgency and timeliness (paying attention to ensuring the safety of the forces participating in the search and rescue).

(iii) Mobilize forces to urgently address the consequences immediately after storms and floods, especially ensuring shelter and restoring essential services such as transportation, electricity, water, telecommunications, health, and education, especially in areas that are cut off.

2. The Ministers of the Ministries of National Defence, Public Security, and other relevant ministries and agencies shall proactively direct and mobilize military and police forces to promptly coordinate and support localities and the people in carrying out search and rescue operations and quickly overcoming the consequences of natural disasters such as storms and floods.

3. Ministries, sectors, and localities, according to their functions, tasks, and authority, shall continue to proactively and effectively implement measures to overcome the consequences of Typhoon No. 10 and the subsequent floods, as directed by the Standing Committee of the Party Central Committee and the Prime Minister's directives issued in recent days (Nos. 173/CĐ-TTg dated September 26, 2025, Nos. 174/CĐ-TTg dated September 27, 2025, and No. 175/CĐ-TTg dated September 28, 2025); proactively resolve and address difficulties and obstacles within their authority, and promptly report and propose to the Prime Minister for guidance on issues beyond their authority.

4. Deputy Prime Minister Tran Hong Ha is tasked with continuing to direct relevant ministries, agencies, and localities to implement measures to mitigate the consequences of the storm and subsequent floods.

5. Ministries, sectors, and localities shall report to the Prime Minister on the situation and results of overcoming the consequences of storms and floods before 3 PM every day.

6. The Government Office, in accordance with its assigned functions and duties, shall monitor and urge the implementation of this Official Dispatch; and promptly report to the Prime Minister and the Deputy Prime Minister in charge of any unforeseen or emerging issues./.
