Prime Minister directs urgent measures to overcome consequences of storm No. 10 and floods
Prime Minister Pham Minh Chinh requested ministries, branches and localities to focus on search and rescue, urgently overcome the consequences immediately after storms and floods, especially ensuring accommodation, restoring essential activities in traffic, electricity, water, telecommunications, health care, education, etc.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 176/CD-TTg dated September 29, 2025 on urgently overcoming the consequences of storm No. 10 and floods.
Telegrams sent to the Chairmen of the People's Committees of the following provinces and cities: Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Phu Tho, Son La, Lao Cai, Da Nang, Gia Lai and Ho Chi Minh City; Ministers, Heads of ministerial-level agencies, Government agencies; Office of the National Civil Defense Steering Committee.
According to a quick report by the Ministry of Agriculture and Environment (synthesized from initial reports from localities as of 12:00 on September 29, 2025), storm No. 10 and floods caused by the storm have killed 11 people, 13 people are missing, 8 people are out of contact, 33 people are injured, many houses, production and business establishments have had their roofs blown off, causing heavy damage.
The Prime Minister sends his deepest condolences to the families of the victims. The Prime Minister requests:
1. Chairmen of the People's Committees of provinces and cities with citizens who are victims, missing, out of contact, injured, or damaged by storm No. 10 and floods, and leaders of relevant agencies shall focus on directing and implementing search and rescue work, overcoming the consequences of storms and floods, focusing on the following tasks:
(i) Organize visits, encourage and provide maximum support to families of victims in accordance with regulations; coordinate and support families of victims to take care of funerals for those who died according to local customs.
(ii) Organize free medical treatment for the injured; mobilize forces to continue searching and rescuing those who are still missing or have lost contact with the utmost urgency and timeliness (pay attention to ensuring the safety of the forces participating in the search and rescue).
(iii) Mobilize forces to urgently overcome the consequences immediately after storms and floods, especially ensuring accommodation and restoring essential activities in transportation, electricity, water, telecommunications, healthcare, education, etc., especially in isolated areas.
2. Ministers of the Ministries of National Defense, Public Security and relevant ministries and branches shall proactively direct and mobilize military and police forces to promptly coordinate and support localities and people in carrying out search and rescue work, and quickly overcome the consequences of natural disasters such as storms and floods.
3. Ministries, branches and localities, according to their functions, tasks and authority, continue to proactively and resolutely, urgently and effectively implement measures to overcome the consequences of storm No. 10 and post-storm floods under the direction of the Standing Secretariat and the Prime Minister's dispatches in recent days (No. 173/CD-TTg dated September 26, 2025, No. 174/CD-TTg dated September 27, 2025 and No. 175/CD-TTg dated September 28, 2025); proactively resolve and handle difficulties and problems within their authority, promptly report and propose to the Prime Minister for direction on issues beyond their authority.
4. Assign Deputy Prime Minister Tran Hong Ha to continue directing relevant ministries, branches and localities to deploy work to overcome the consequences of storms and floods after storms.
5. Ministries, branches and localities shall report to the Prime Minister on the situation and results of overcoming the consequences of storms and floods before 3:00 p.m. every day.
6. The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch; promptly report to the Prime Minister and Deputy Prime Minister in charge on any urgent or arising issues./.
