The Prime Minister has directed a pilot program for public bicycles in five major cities.
The Prime Minister has just directed ministries and the People's Committees of 5 centrally-governed cities to not only control and regulate vehicles entering the city center but also focus on implementing a pilot project to provide public bicycle services..
To achieve the goal of ensuring traffic safety and reducing congestion in centrally-governed cities (Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho) during the 2013-2015 period, the Prime Minister directed the acceleration of investment in transportation infrastructure and mass public transport in accordance with the approved plan.
Furthermore, ministries, departments, and the People's Committees of cities need to focus on implementing solutions to strictly control the level of development and have a specific roadmap to limit the use of private motorized vehicles in traffic, in accordance with the actual situation of each locality; and encourage people to travel by public transport.

The Prime Minister instructed the People's Committees of cities to coordinate with the Ministry of Transport to develop, approve, and implement a plan to strengthen public transport combined with controlling the use of private motorized vehicles in traffic within their areas, while also controlling and regulating transport vehicles entering the city center appropriately. The Prime Minister also directed the development, approval, and implementation of a pilot project to develop and provide public bicycle services in the city center.
The Prime Minister also requested the Ministry of Finance to coordinate with relevant ministries and agencies to amend and supplement regulations related to the collection, management, and use of road maintenance fees and parking fees. Guidelines should be issued on parking service prices in major cities, with prices gradually decreasing from the city center to the suburbs.
The Ministry of Public Security must closely coordinate with the Ministry of Transport and the People's Committees of centrally-governed cities in implementing solutions for the rational development of transportation methods; and organize the handling of violations detected through traffic camera systems.
