The Prime Minister directed to strengthen measures to ensure a joyful, healthy, safe and economical Lunar New Year 2025.

In order to resolutely and effectively implement Directive No. 40-CT/TW dated December 11, 2024 of the Secretariat on organizing the Lunar New Year 2025 and best prepare conditions for people to celebrate the Lunar New Year 2025 joyfully, healthily, safely and economically; promote the recovery and development of production and business in all fields at the end of 2024 and the Lunar New Year; the Prime Minister requests Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally run cities to focus on implementing a number of key tasks.

Ensure adequate supply at reasonable prices

Specifically, the Prime Minister assigned the Ministry of Industry and Trade to preside over and coordinate with ministries, branches and localities to closely monitor the market situation, proactively direct localities to have plans to prepare supplies of essential goods and goods with high consumer demand, ensuring quality, fully and promptly meeting people's needs, avoiding shortages and interruptions in goods sources causing unreasonable price increases; coordinate and direct localities to implement market stabilization programs, supply-demand connection activities, programs to bring Vietnamese goods to rural areas, industrial parks, remote areas; direct enterprises producing and trading essential goods and goods with high demand during the Lunar New Year to have plans to ensure supplies, continuously and fully supply the market at reasonable prices; direct units and enterprises to ensure gasoline supply for the market at the end of the year and during the Lunar New Year.

The Ministry of Industry and Trade directs the Market Management force nationwide to implement the Plan for the peak period against smuggling, trade fraud and counterfeit goods in the last months of 2024, before, during and after the Lunar New Year 2025; strengthen market inspection and control and strictly handle violations of speculation, hoarding, price listing, e-commerce, trading, transporting, storing prohibited goods, smuggled goods, goods of unknown origin, counterfeit goods, goods infringing intellectual property rights, poor quality goods, focusing on essential goods, goods with high consumer demand at the end of the year and Lunar New Year; coordinate with functional forces to effectively organize the fight against smuggling and trade fraud in border areas, airports, warehouses, and goods gathering points.

The Ministry of Industry and Trade directed the Vietnam Electricity Group to coordinate with units to prepare a plan to safely operate the power system, ensuring electricity supply for production and people's daily life.

Strengthen inspection, examination and control of food safety in all stages from production, processing to consumption; resolutely combat, prevent and strictly handle individuals, organizations, production and business establishments violating food safety regulations.

Strengthen inspection and control to prevent smuggling, trade fraud, and counterfeit goods trading.

The Prime Minister assigned the Ministry of Finance to closely monitor price and market developments, especially essential consumer goods and services and items subject to price stabilization, promptly direct and take measures to strictly handle violations of price laws within its authority.

Closely coordinate with functional forces to strengthen inspection and control to prevent and combat smuggling, trade fraud, trade in counterfeit goods, poor quality goods, goods of unknown origin, especially at the end of the year and Tet; focus on inspection and strict patrols at key routes and areas, smuggled goods and counterfeit goods tend to increase at the end of the year and Tet (such as explosives, firecrackers, weapons; goods that violate the environment; goods serving high demand during Tet such as cigarettes, alcohol, poultry, rice, food...).

Closely monitor weather developments for Winter-Spring crop production 2024 - 2025

The Ministry of Agriculture and Rural Development shall preside over and coordinate with ministries, branches and localities to closely monitor weather developments to direct production in the 2024-2025 Winter-Spring crop; coordinate with localities to deploy plans to prevent and combat natural disasters, especially severe cold, frost, hail, drought, and saltwater intrusion; develop scenarios and prepare materials, equipment, crops, and breeds for production, and be ready to respond promptly when epidemics and natural disasters occur to ensure stable lives and restore production.

At the same time, the Ministry of Agriculture and Rural Development coordinates with the Ministry of Industry and Trade and localities to ensure the balance of supply and demand of agricultural and food products, especially essential goods, to avoid shortages and price hikes. Strengthen quality management and ensure food safety and hygiene for agricultural, forestry and fishery products. Coordinate with competent authorities to implement measures to strictly control the supply, illegal trading and transportation of livestock, poultry and related products, especially at border gates, trails and openings in border areas.

Ensure that civil servants, public employees and workers are paid full salaries and bonuses.

The Prime Minister assigned the Ministry of Labor, War Invalids and Social Affairs to preside over and coordinate with ministries, branches and localities to focus on reviewing and grasping the living conditions of policy beneficiaries and people in difficult circumstances (poor households, near-poor households, people in localities affected by natural disasters, epidemics, remote areas, border areas, islands, ethnic minority areas, workers, laborers, people who have lost their jobs, etc.) to pay attention, care for, and promptly have appropriate support policies. Organize visits and give gifts to the right beneficiaries, in accordance with the regime, publicly and transparently, avoid duplication and overlap, do not take advantage of or profit from policies, ensure that all policy beneficiaries have gifts and receive gifts before Tet.

In addition, monitor and grasp the labor situation in industrial parks, export processing zones, economic zones, especially in localities with a large concentration of laborers, creating favorable conditions for workers to take Tet holidays and return to work after Tet; pay attention to supporting workers who have suffered a sharp decrease in income, lost or lack of jobs due to the impact of natural disasters, epidemics, and businesses that have reduced production and business. Strengthen inspection and implement measures to ensure labor safety and hygiene, ensure that civil servants, public employees and workers are paid full salaries, bonuses and arranged Tet holidays in accordance with regulations.

Prevention of infectious diseases at risk of outbreak in winter-spring season

The Ministry of Health shall preside over and coordinate with ministries, branches and localities to direct the strengthening of measures to prevent and control Measles, Dengue fever; infectious diseases at risk of outbreak in the winter-spring season and new dangerous infectious diseases that may enter our country.

At the same time, organize medical examination and treatment well, be on duty 24/24 hours; proactively develop plans to ensure adequate supplies of medicine, blood, infusion fluids, supplies, chemicals, medical equipment, and medical oxygen; prepare emergency plans for events with large crowds; arrange hospital beds and vehicles, be ready to respond and serve treatment and emergency work, especially emergency care for traffic accidents, fires, injuries, food poisoning, and treatment of patients with infectious diseases during Tet.

Strengthen inspection of declaration and posting of train and bus ticket prices

The Ministry of Transport shall preside over and coordinate with ministries, branches and localities to strengthen the regulation and strict management of transportation activities to serve people's travel needs during the Lunar New Year, to prevent people from returning home late for Tet due to lack of means of transportation; strengthen inspection of the implementation of declaration and posting of transportation fares, train and bus ticket prices according to regulations; organize smooth transportation of goods before, during and after Tet, especially in remote areas, ethnic minority areas and islands.

Coordinate the effective implementation of solutions to control and reduce traffic accidents and overcome traffic congestion, especially on routes connecting Hanoi, Ho Chi Minh City, major traffic hubs (stations, airports, ports, etc.) and the Spring Festival area. Require transport units to comply with traffic rules, prevent accidents on steep mountain passes, at railway crossings; regularly inspect and prevent drivers from violating alcohol and drug levels; strengthen security and order at airports, stations, and bus stations; strictly handle violations of carrying too many people, increasing ticket prices against regulations; strengthen conditions to ensure rescue when incidents and accidents occur..

Minimize traffic congestion before, during and after Tet

The Ministry of Public Security shall preside over and coordinate with ministries, branches and localities to organize attacks and suppress crimes before, during and after the Lunar New Year, focusing on fighting and destroying criminal networks and gangs, especially crimes of theft, fraud and appropriation of property, crimes using firearms, committing particularly serious crimes, crimes related to "black credit", crimes of smuggling, trade fraud, production of counterfeit goods, crimes in the fields of finance, banking, high-tech crimes, drug crimes; detect and strictly handle all kinds of social evils. Proactively fight and prevent the illegal use of firecrackers during the Tet holiday.

At the same time, the Ministry of Public Security will strengthen the work of ensuring traffic order and safety, have plans to minimize traffic congestion before, during and after Tet; strictly handle violations of the law on traffic order and safety, especially those related to the use of alcohol, beer and prohibited substances while driving.

Balancing capital resources to serve production, business and consumption development at the end of the year

The State Bank of Vietnam presides over and coordinates with ministries, branches and localities to proactively and closely monitor developments and the world and domestic economic situation to operate monetary policies proactively, flexibly, promptly, synchronously, and harmoniously and closely coordinate with a reasonable expansionary fiscal policy, with key focuses to support economic growth, promote production and business, contribute to stabilizing the macro economy and controlling inflation.

Direct credit institutions to proactively plan capital mobilization and balance capital sources to meet credit capital needs for production, business and consumption development at the end of the year and the Lunar New Year 2025; direct credit to production and business sectors, priority sectors and economic growth drivers, and strictly control credit in sectors with potential risks.

Organize well the work of regulating and supplying cash, meeting the cash needs of the economy in terms of both value and denomination structure.

Direct and guide credit institutions and foreign bank branches to ensure liquidity and provide safe and smooth payment services (especially electronic payments, card payments on ATM and POS systems), to meet the increasing payment demand before and during the Lunar New Year 2025.

Do not allow superstitious activities or spiritual profiteering.

The Prime Minister assigned the Ministry of Home Affairs to preside over and coordinate with ministries, branches and localities to strengthen propaganda and dissemination to cadres, civil servants, public employees and workers to strictly implement regulations on public service culture, discipline, administrative discipline, practice thrift, combat waste, and prevent and combat corruption.

Strengthen the State management of beliefs and religions; guide religious organizations and religious establishments to properly implement legal regulations, organize religious activities to ensure security, order, safety, and economy, in accordance with civilized lifestyle, cultural traditions of the nation and good customs and practices of each locality, region and area; do not allow superstitious activities or spiritual profiteering to occur at religious establishments and religious establishments; do not allow subjects to take advantage of, propagate, and incite large gatherings, causing complications in security and order.

The Ethnic Committee presides over and coordinates with ministries, branches and localities to organize activities to visit and care for policy families, people in difficult circumstances, poor households, and people in localities affected by natural disasters, epidemics, remote areas, border areas, islands, ethnic minority areas and mountainous areas.

Combine 2 months of pension to pay on Tet holiday

Vietnam Social Security has done a good job of resolving and paying social insurance and unemployment insurance benefits to ensure full and timely payment to beneficiaries; making lump-sum payments of 2 months of pension and social insurance benefits (January and February 2025) in the January 2025 payment period to create conditions for policy beneficiaries to enjoy spring and celebrate Tet.

Vietnam Television, Voice of Vietnam, Vietnam News Agency preside over and coordinate with ministries, branches and localities: Provide full and timely information on the implementation of social security policies, visiting, caring, and New Year greetings, and the community's sharing for policy beneficiaries, people in difficult circumstances, and people affected by natural disasters and epidemics, especially the attention of agencies, organizations and the joy of people moving to new houses built in the Program "Eliminating temporary and dilapidated houses". Timely update market information, prices of essential goods and services to meet consumer demand during Tet, market management, measures to ensure security and traffic safety, fire prevention and fighting in the days before, during and after Tet; update weather developments, warnings of natural disasters affecting production and life; proactively fight against hostile and false arguments; Promote good traditional cultural values, achievements of the country and activities to celebrate the Party, celebrate Spring, cultural activities, sports, and festivals during Tet.

Localities decide on fireworks display to celebrate New Year

The People's Committees of provinces and centrally run cities, based on the practical situation, capabilities and conditions of the locality, decide to organize fireworks displays to welcome the New Year to create a joyful and exciting atmosphere among the people, ensure safety, save money, and not use the state budget in accordance with the provisions of Decree No. 137/2020/ND-CP dated November 27, 2020 of the Government on the management and use of fireworks.

Continue to strictly implement the management and organization of festivals according to regulations, ensuring that festival activities, Spring celebrations, traditional anniversaries, year-end summaries, meetings, conferences, tree planting festivals, etc. are practical, safe, economical, not wasteful, and in accordance with the cultural traditions of the nation and the customs and practices of each locality.

Do not use state budget, means, and public assets for festival and entertainment activities.

The Prime Minister requested agencies in the State administrative system to strengthen the work of preventing and combating waste and negativity; strictly implement the prohibition of organizing visits and New Year greetings to superiors and leaders at all levels; not organizing delegations from the Central Government to visit and wish New Year greetings to Party committees and authorities of provinces and cities; strictly prohibit giving or presenting New Year gifts to leaders at all levels in any form; not using the State budget, means, and public assets against regulations for festival and entertainment activities...; not using alcohol and beer when participating in traffic; not participating in superstitious and heretical activities; leaders at all levels are only allowed to attend pagodas and festivals when assigned.

Strengthening the dissemination, direction, detection, prevention and strict handling of acts causing harassment and inconvenience to businesses and people in handling work, strengthening measures to prevent negativity and corruption in public service activities. Creating conditions for businesses to stabilize and maintain production and business activities, striving to achieve the highest level of the set goals and targets.

Immediately after the Tet holiday, agencies, organizations and units urgently focus on work, do not let delays affect production and business activities, strive to complete tasks right from the first month of the year, especially on schedule to summarize Resolution No. 18-NQ/TW, streamline the organization of the political system to operate effectively and efficiently; accelerate and make breakthroughs to successfully implement the socio-economic goals and tasks in 2025.
