Prime Minister: Digital transformation must be associated with 'the whole people, comprehensively, and comprehensively'

On the afternoon of February 6, at the Government headquarters, Comrade Pham Minh Chinh - Politburo member, Prime Minister, Chairman of the National Committee on Digital Transformation chaired the 10th meeting to review the Committee's activities and Project 06 in 2024; directions and key tasks in 2025.

Also attending were comrade Nguyen Hoa Binh - Politburo member, Permanent Deputy Prime Minister, Permanent Vice Chairman of the National Committee on Digital Transformation; comrades of the Party Central Committee, leaders of ministries, branches and central agencies.

The meeting was broadcast live to the bridges of ministries, branches, and local People's Committees across the country. At the bridge of Nghe An province, comrade Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee chaired.

Nghe An increased 9 ranksIndex serving people and businesses

In 2024, Vietnam rose to 71st place out of 193 countries in the United Nations e-Government rankings (announced in September 2024), up 15 places compared to 2022. This is the first time Vietnam has been ranked in the group of countries with an e-Government Development Index (EGDI) at the "Very High" level.

Over the past year, our country has also resolved many long-standing institutional bottlenecks and created new space and development momentum for the economy. In particular, the semiconductor industry development strategy opens up a new path and space for the development of the digital technology industry, with a unique approach, demonstrating great aspirations and high determination.

The Government, the Prime Minister, ministries, branches and localities have also resolutely directed the implementation of digital transformation with focus, key points and breakthroughs, continuing to strongly develop the three main pillars: Digital Government, Digital Economy and Digital Society.

Notably, the National Public Service Portal continues to be effective with 4,475 integrated procedures (70.8% of total administrative procedures). The proportion of the digital economy is estimated at 18.3% of GDP, the growth rate exceeds 20%/year, 3 times higher than the GDP growth rate, the fastest in Southeast Asia. The number of activated VNeID accounts is over 55.25 million, exceeding the target of 40 million user accounts in Project 06/CP;...

In Nghe An, to date, the province has achieved 10/11 goals on Digital Government, 5/6 goals on Digital Economy, 3/3 goals on Digital Society; 100% of state agencies, from provincial to communal level, are connected to a dedicated data transmission network with over 849 connection points.

According to the assessment at the "Indices of service to people and businesses of ministries, branches and localities on the National Public Service Portal system", in 2024, Nghe An province increased by 9 ranks compared to 2023, online reception increased by 19.6%; digitalized records increased by 28.1%; online payment increased by 34.87% compared to 2023.

The theme of national digital transformation in 2025 is "Comprehensive digital transformation to develop the digital economy, creating new momentum for economic growth".

Accelerate and break through in 2025

In his concluding remarks, Prime Minister Pham Minh Chinh - Chairman of the National Committee on Digital Transformation commended the efforts, attempts and results achieved; at the same time, pointed out the limitations and shortcomings that need to be focused on overcoming in the coming time.

In the coming time, the Prime Minister emphasized 4 guiding viewpoints on digital transformation.

Digital transformation must be closely linked to the revolution in administrative reform and improving the quality of cadres, civil servants and public employees.

Digital transformation must be associated with the entire population, comprehensive, and throughout all sectors and levels, and in line with the world's development trends, meeting the people's requirements.

Developing science, technology and innovation is an objective requirement; it is a strategic choice and top priority for rapid and sustainable development in the era of national development.

Science, technology, innovation, and digital transformation must take people and businesses as the center and subject to promote development.

On that basis, the Prime Minister also pointed out the spirit of "acceleration" and "breakthrough" in 2025 in comprehensive digital transformation; digitalization of economic sectors; development of digital infrastructure; development of digital human resources and development of digital government, digital society, and digital citizens.

The Head of Government also emphasized the tasks, solutions and key points in the coming time; especially noted that ministries, branches and localities, based on their functions, tasks and powers, should effectively implement Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation and the Government's Action Program to implement Resolution No. 57 to contribute to double-digit growth in the coming time.
