Prime Minister: Clarify the responsibility of leaders in crime prevention and control work

On the afternoon of January 2, Prime Minister Nguyen Xuan Phuc and Permanent Deputy Prime Minister Truong Hoa Binh chaired the national conference to review the work of 2019 and deploy tasks for 2020 of the Government's Steering Committee for Crime Prevention and Control (Steering Committee 138/CP) and the National Steering Committee on Anti-Smuggling, Trade Fraud and Counterfeit Goods (National Steering Committee 389).

Fighting and handling many serious cases

What was affirmed at the conference was that the work of preventing and combating crime, smuggling, trade fraud and counterfeit goods has always been led and directed by the Party and the Government with many positive, drastic and synchronous contents and solutions. Therefore, this work in 2019 continued to achieve many important results, contributing to promoting production and business, increasing budget revenue, ensuring the rights and peace of the people.

Notably, many serious crimes related to economics, drugs, corruption, smuggling, high technology were fought and handled. Of these, 14,356 economic crimes were discovered and handled; 1,710 smuggling cases were discovered and handled; 298 corruption and position crimes were discovered and handled; 118 cases in the high technology field were discovered and handled; 22,814 drug cases were discovered and handled.

The determination in fighting and handling violations has created deterrence and prevention of crimes and law violations nationwide. However, through the discussions of the Central and local ministries and branches, many shortcomings and difficulties in this work have also been raised.

Crimes of murder due to social conflicts, child abuse and violence, illegal credit, pawning, debt collection, environmental crimes, etc. are taking place in many localities across the country. Criminal gangs are rampant in some localities.

Economic corruption crimes are increasingly sophisticated; drug crimes are increasingly daring. The explosion of e-commerce through social networks is making it difficult for authorities to detect and handle. Smuggling, commercial fraud and counterfeit goods trading are also not yet under control.

Avoid "no one cries for public property"

Speaking at the conference, in addition to appreciating the determination and adherence to tasks to give focused and key directions from the Central Steering Committees, functional forces and localities in the fight against crime, smuggling, trade fraud and counterfeit goods trading, Prime Minister Nguyen Xuan Phuc also expressed his concern about the activities of all types of criminals, smuggling and counterfeit goods trading which are causing serious problems for the country in terms of security, order and economic development, ensuring safety for the people.

Pointing out the reality of the fight against crime, smuggling and counterfeiting is the responsibility of many ministries, branches, functional forces and localities, but the results have not met the Government's wishes and the people's expectations. The Prime Minister requested to clarify the current situation and responsibilities of each level, each branch and each force, clearly defining the responsibilities of the head and the responsibilities of related individuals in performing public duties, avoiding "no one cries for the common father".

At the same time, it is necessary to strictly handle a number of cases related to the lack of exemplary behavior and laxity of responsibility of a number of organizations and individuals in this work to ensure deterrence and promote better work in the coming time.

Along with that is strengthening close coordination and information sharing in investigation and crime detection among forces to fight more effectively in the coming time.

Emphasizing the Government's determination and determination to bring the country's socio-economic situation in 2020 higher than in 2019, in which the work of preventing and combating crime, smuggling, and counterfeit goods trading must also create breakthrough and better changes in 2020, the Prime Minister requested ministries, central branches, functional forces, and localities to develop specific programs and plans in this work to ensure more peace and safety for the people, create an environment to attract investment, and promote national development.
