Prime Minister: Replace low-trust officials without waiting for end of term
The Government clearly defines the task of screening and dismissing ineffective officials, civil servants and public employees.
Prime Minister Nguyen Xuan Phuc has just responded in writing to the question of National Assembly delegate Thai Truong Giang, the National Assembly delegation of Ca Mau province, on the issue of selecting and using talented people in the state apparatus in the spirit of "finding talented people, not using relatives".

Session XII on strengthening Party building and rectification, preventing and repelling ideological, moral and lifestyle degradation, and manifestations of "self-evolution" and "self-transformation" within the Party.
In particular, the Government clearly defines the task of resolutely screening, dismissing, replacing, and allowing resignation of cadres, civil servants, and public employees who work ineffectively, fail to fulfill their tasks; are weak in capacity, have poor moral qualities, and have low credibility.
The dismissal and replacement of incompetent personnel mentioned above does not wait until the end of the term or working age, especially for leaders, managers, heads at all levels and cases where family members and relatives of key leaders at all levels have many public questions and disagreements, and the handling results must be made public.

Attract1,000 excellent graduates and young scientists
The Prime Minister also said that recently, based on Government regulations, ministries, branches and localities have recruited civil servants and public employees according to their authority, ensuring the right people are selected, meeting the requirements of the tasks and job positions that need to be recruited.
Specifically, the competent authority has issued a plan to strive by 2020 to attract at least 1,000 excellent graduates and young scientists (doctor of science no older than 35 years old, doctorate no older than 32 years old, master's degree no older than 28 years old, excellent graduates no older than 25 years old) to work in the fields of Party and State agencies, socio-political organizations from central to district levels; public service units, armed forces and state-owned enterprises.
Thus, the recruitment and use of civil servants and public employees according to the Government's regulations on attracting talent mentioned above is assigned to ministries, branches and localities to implement according to their authority.
Handling responsibility of violating groups and individuals
The response to the questioning stated that although the Prime Minister always directed strict implementation of legal regulations,Recently, some ministries, branches and localities have recruited and appointed civil servants in violation of regulations.
That is the situation of appointing more leaders than professional and technical civil servants, appointing people who do not meet the standards and conditions, arranging relatives to positions that violate the law on anti-corruption... Faced with this situation,The Prime Minister has directed the Ministry of Home Affairs to inspect and review the information reported regarding the recruitment and appointment of "relatives" in 9 localities including Ha Giang province; Ha Son commune, Quy Hop district, Nghe An province; A Luoi district, Thua Thien Hue province; Buon Don district, Dak Lak province; Binh Dinh province; Phong Dien district, Can Tho city; Ba Ria - Vung Tau province's Tax Department under the General Department of Taxation, Ministry of Finance; Yen Bai province; Forensic Center under the Department of Health of Da Nang city.
The Ministry of Home Affairs has also inspected and clarified the content of the press reporting that the family of the Vice Chairman of the People's Committee of An Duong district, Hai Phong city, has 6 people who also hold key positions in the government apparatus; relatives of the Secretary and Deputy Secretary of the Kim Thanh district Party Committee, Hai Duong province, hold many key leadership positions in the district.
From the inspection report results, the Prime Minister directed to handle the responsibility of violating groups and individuals according to regulations.
