The Prime Minister requested provinces and cities to urgently complete the overall plan for the arrangement of administrative units at district and commune levels for the 2023-2025 period of each locality, and send it to the Ministry of Home Affairs no later than October 31.

On October 17, Prime Minister Pham Minh Chinh signed Official Dispatch No. on focusing on leadership, direction, and organization of the implementation of the arrangement of administrative units (ADUs) at district and commune levels in the 2023-2025 period.

Telegram sent to ministers, heads of ministerial-level agencies, heads of government agencies; chairmen of People's Committees of provinces and centrally run cities.

According to the provisions of Resolution No. 117/2023 of the Government on the plan to implement the arrangement of administrative units at district and commune levels for the period 2023 - 2025, no later than October 31, the Provincial People's Committee must send the overall plan to arrange administrative units at district and commune levels for the period 2023 - 2025 to the Ministry of Home Affairs.

However, up to now, 50 provinces and cities are still building and completing plans, not ensuring the general progress requirements.

In order to ensure progress, quality and efficiency in the arrangement of administrative units at district and commune levels in the 2023-2025 period, the Prime Minister requested to thoroughly grasp and strictly implement the Party's regulations and laws to have drastic, timely, proactive and flexible solutions in implementing the arrangement of administrative units at district and commune levels in the 2023-2030 period, first of all in the 2023-2025 period; ensuring proper implementation of the set plan and roadmap.

The Prime Minister assigned the Ministry of Home Affairs to submit to the Prime Minister the establishment of a Steering Committee to implement the arrangement of administrative units at district and commune levels for the period 2023 - 2030 before October 25.

The Ministry of Home Affairs decided to establish a permanent Central interdisciplinary working group at the Ministry of Home Affairs, including representatives of relevant ministries and central agencies.

Including the Government Office; the ministries of National Defense, Public Security, Home Affairs, Justice, Finance, Planning and Investment, Construction, Natural Resources and Environment, Agriculture and Rural Development, Labor - Invalids and Social Affairs, Culture, Sports and Tourism and the Ethnic Committee to promptly advise on the implementation of the arrangement of administrative units at district and commune levels in the period of 2023 - 2025 and give opinions on the overall plan of each locality.

The Ministry of Home Affairs shall preside over and coordinate with relevant ministries and central agencies to promptly provide comments on the overall plan for arranging administrative units at district and commune levels for the 2023-2025 period of localities; organize the appraisal of dossiers of projects for arranging administrative units at district and commune levels for the 2023-2025 period of localities and develop dossiers of the Government's project to submit to the National Assembly Standing Committee for consideration and decision.

The Prime Minister requested relevant ministries and central agencies to closely coordinate with the Ministry of Home Affairs to promptly provide comments on the overall plan for arranging administrative units at district and commune levels for the 2023-2025 period of localities (5 working days from the date of receiving the plan sent by the Ministry of Home Affairs for comments); participate in appraising the dossier of the project for arranging administrative units at district and commune levels for the 2023-2025 period of localities.

Chairmen of People's Committees of provinces and cities shall, based on the resolutions and conclusions of the Politburo, the resolutions of the National Assembly Standing Committee, the Government and the instructions of central ministries and branches, promptly complete the overall plan for the arrangement of administrative units at district and commune levels for the period 2023 - 2025 of each locality, and send it to the Ministry of Home Affairs no later than October 31.

Localities regularly coordinate closely with the Ministry of Home Affairs and central ministries and branches to promptly absorb and complete the overall plan as a basis for preparing dossiers for the project to arrange administrative units at district and commune levels for the period 2023 - 2025 of the locality, ensuring progress and deadlines according to regulations.

The Government Office monitors and urges ministries, ministerial-level agencies, government agencies and localities to implement this dispatch, promptly report to the Prime Minister any problems and difficulties in the implementation process for removal, resolution and handling.
