Prime Minister urges progress of important national projects and key works in the Transport sector

(Baonghean.vn) - Prime Minister Pham Minh Chinh requested ministries, branches, localities and units to be more determined, make more efforts, and promote their responsibilities according to their assigned functions and tasks to speed up the implementation of important national projects and works, key to the transport sector, with the spirit of all for the people, for the strength and prosperity of the country.

On the afternoon of September 17, the State Steering Committee for important national projects and works, key to the Transport sector, chaired by Prime Minister Pham Minh Chinh, held its second national online meeting.

At Nghe An bridge, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting. Attending the meeting were leaders of relevant departments, branches and sectors and Hoang Mai town, Quynh Luu district.

MANY PROBLEMS IN KEY PROJECTS

The Steering Committee assists the Government and the Prime Minister in directing the implementation of important national projects and works, including: the North-South Eastern Expressway Project for the 2017-2020 period; the North-South Eastern Expressway Project for the 2021-2025 period; the Ben Luc-Long Thanh Expressway Project; the Urban Railway Project and the Long Thanh International Airport Project.

In addition, the Steering Committee also directed the implementation of projects/component projects that are being prepared for investment, including: 3 expressway projects (Khanh Hoa - Buon Ma Thuot, Bien Hoa - Vung Tau, Chau Doc - Can Tho - Soc Trang); Hanoi Capital Region Ring Road 4 Project; Ho Chi Minh City Ring Road 3 Project; Ho Chi Minh Road Project; North-South high-speed railway project and Hanoi urban railway project, Nam Thang Long - Tran Hung Dao route.

Based on the Prime Minister's direction at the meeting, the State Steering Committee for National Key Projects and Works, the first key projects of the Transport sector, agencies and units have actively implemented the assigned tasks. However, there are still some unfinished tasks that need to be focused on in the coming time.

Regarding site clearance, although localities and management units have actively implemented it, the progress has not met the requirements. Regarding the source of sand for roadbed construction in the Mekong Delta region, although the Government has issued resolutions to remove difficulties and obstacles, to date, localities have not committed to sufficient sand sources for projects. Project adjustment, capital supplementation, and contract management of projects using loans from international organizations are quite complicated and lengthy.

According to Deputy Prime Minister Le Van Thanh, the implementation of investment procedures for the North-South Eastern Expressway Projects in the 2021-2025 period is slow, with some confusion; Construction progress on 4 expressways targeted for completion in 2022 is slow, with only 1 route expected to be completed.

Although the National Assembly Resolutions have issued specific mechanisms for exploiting mineral mines for construction materials, the Ministry of Natural Resources and Environment has issued documents to guide localities. However, localities are still confused in the implementation process, especially the procedures for new mines and determining the cost of granting mineral exploitation rights in cases of coordinating excavated soil for filling within the project scope.

For Nghe An, the North-South Expressway Project passing through the area has a length of 87.84 km, belonging to 2 Sub-projects Nghi Son - Dien Chau and Dien Chau - Bai Vot. Up to now, localities have cleared 87.74 km of land, reaching 99.88%. There are currently 105m and 1 D800 water pipe, 7 high-voltage power lines and 7 medium-voltage power lines that have not been relocated. The Provincial People's Committee requires localities to complete the site clearance work in September 2022, in case of non-compliance, enforcement will be organized.

At the meeting, representatives of localities and investors with projects reported on implementation results and difficulties, and proposed solutions; representatives of ministries and branches reported on implementation results of assigned tasks and solutions to remove difficulties for localities and investors to speed up the progress of projects.

EFFORT, PROMOTE SPIRIT FOR COMMON CAUSE

Concluding the meeting, Prime Minister Pham Minh Chinh requested localities to establish a Steering Committee to create transparency from top to bottom, thereby promoting the progress of projects according to the set goals. Because the province with good infrastructure development will have rapid socio-economic development.

On the other hand, it is necessary to speed up the stages in handling documents and procedures, and the Ministers must directly resolve the difficulties of localities and investors related to documents, procedures, raw materials, etc.

On the other hand, in the process of doing, it is necessary to summarize good models, good practices, unique and effective initiatives, popularize them to work together to do better, creating a real movement. Decentralize, clearly define the specific responsibilities of the collective and individuals; strictly implement discipline, discipline, individualize the responsibility of the head, reward and discipline strictly and promptly. Ensure the harmony of interests of the State, enterprises and people; strengthen propaganda and mobilize people to successfully complete the site clearance work.

The Prime Minister also requested that leaders of ministries and branches increase their efforts to the grassroots to resolve local difficulties and problems, all for the common development cause, considering the work as their own. Project management boards must increase inspection and review of all stages, and stop bidding and bidding.

In the coming time, project management boards, investors, and contractors will accelerate construction progress and complete investment procedures as soon as possible to connect Ho Chi Minh Road in 2025. The Ministry of Transport will coordinate with ministries and localities to urgently complete procedures and start construction of 3 expressway projects: Khanh Hoa - Buon Ma Thuot, Bien Hoa - Vung Tau, Chau Doc - Can Tho - Soc Trang before June 30, 2023. Hanoi and Ho Chi Minh City will focus on the 2 projects Ring Road 4 and Ring Road 3.

The Head of Government also requested localities to focus on completing provincial planning work, speeding up public investment disbursement, thereby contributing to economic growth, job creation, and improving people's lives./.
