Prime Minister urges deployment of satellite hospital network
“Why can other localities do it, bringing many benefits to the people, but this locality cannot?” The Prime Minister asked the localities and requested that in 2016, any province that does not have a satellite hospital must plan and implement this. If there is a lack of equipment, it is necessary to invest from many sources, such as the budget, socialization, etc. to take care of the people.

According to the Ministry of Health's Project on Veterinary Hospitals, from 2012 to 2015, provincial-level Veterinary Hospitals will be built. Priority will be given to developing a network of 48 Veterinary Hospitals in 5 specialties that are seriously overloaded (oncology, trauma surgery, cardiology, obstetrics and pediatrics). However, as of the end of December 2015, the whole country only had 41 provinces connecting Veterinary Hospitals with central-level and tertiary-level hospitals.
At the Government's online conference with localities to implement the National Assembly's Resolution on socio-economic development tasks and the 2016 State Budget estimate, Prime Minister Nguyen Tan Dung emphasized that localities must link local hospitals with central hospitals and end-line hospitals to improve the quality of medical examination and treatment for people, especially high-tech ones.
Reality has shown that if any locality focuses on directing this work, there will be a clear change. Specifically, in the past, there were provincial hospitals that did not think that they could perform heart surgery on patients, however, up to now, there are 7 provincial hospitals that can perform heart surgery locally very well. A typical example is Can Tho General Hospital.
Thus, it is clear that the network of public hospitals not only brings benefits to the people but also contributes to reducing overload at central and tertiary hospitals. And this is the fundamental solution to reduce hospital overload as well as improve the quality of medical examination and treatment at lower levels, not administrative solutions. We can absolutely do this, the Prime Minister emphasized.
The Prime Minister requested the Ministry of Health to consider human resource plans. If there is a shortage, it must mobilize and train a team of highly qualified doctors to connect satellites of each department and each specialty to serve the people. "For provinces that do not have specialized departments or hospitals in specialties that are overloaded such as oncology, what plan must the Ministry have?" the Prime Minister reminded the Ministry of Health.
For localities, the Prime Minister requested provincial leaders to link provincial hospitals to become military hospitals of central hospitals to improve the quality of medical examination and treatment for people right at the local level. At the same time, it is necessary to link district hospitals with provincial hospitals to support human resources, improve professional qualifications to serve people right at district hospitals, because going from district to province for medical treatment is already very expensive for people.
