Accordingly, the Prime Minister agreed to designate 2013 as the Year of the Vietnamese Family, using it as the guiding theme for organizing activities to build families.

The Prime Minister requested that the Central Committee of the Vietnam Women's Union and the Ministry of Culture, Sports and Tourism take the lead, in coordination with the People's Committees of provinces and centrally-administered cities, and relevant ministries and agencies, in organizing appropriate, specific, and practical activities in celebration of the Year of the Vietnamese Family 2013. Alongside this, they should intensify propaganda and mobilization efforts to encourage the public to actively build prosperous, progressive, and happy families.

Previously, Government Decree No. 02/2013/ND-CP stipulated the Government's work on family affairs. Accordingly, the annual commemoration of Vietnamese Family Day (June 28th) aims to highlight the responsibility of leaders at all levels, sectors, organizations, social groups, and families in building prosperous, equal, progressive, happy, and sustainable families; and to promptly encourage and reward organizations, individuals, and families with outstanding achievements in family affairs.


The decree also stipulates that family work includes developing and implementing policies and laws on family; equality within the family; preventing and combating domestic violence and social evils from infiltrating the family. It also includes developing and implementing a plan for the staff working on family affairs at all levels; training and improving the capacity of staff working on family affairs; and compiling materials on family work.

In addition, it is necessary to disseminate and popularize the Party's guidelines and the State's policies and laws on family, promote equality within the family, prevent and combat domestic violence, and prevent and stop social evils from infiltrating the family, and implement family planning.

The decree also stipulates the organization of inspection, examination, and handling of violations of laws on family affairs in accordance with the law.
