Prime Minister attends and directs the conference to summarize the Finance sector in 2022

(Baonghean.vn) - On the afternoon of December 19, in Hanoi, the Ministry of Finance held a national online conference to review state finance and budget work in 2022 and deploy tasks for 2023.

Attending the conference at the Hanoi bridge were Comrade Pham Minh Chinh - Member of the Politburo, Prime Minister and representatives of central departments and ministries. Comrade Ho Duc Phoc - Member of the Party Central Committee, Minister of Finance chaired the conference. Also attending were representatives of the Provincial People's Committee at the bridge of 63 provinces and cities nationwide.

In 2022, implementing financial and budgetary tasks in the context of many fluctuations and complex and unpredictable developments in the world and in the country, thanks to proactive and flexible management solutions, the Finance sector has excellently completed the set tasks.

Along with completing 76 assigned tasks, the Ministry of Finance has submitted to the Government 46 Decrees (17 Decrees have been issued and 29 draft Decrees are being considered), accounting for 44.7% of the total number of Decrees issued by the Government in 2022; submitted to the Prime Minister for issuance of 4 Decisions; advised and proposed to competent authoritiespolicies on tax, fee and charge exemption, reduction and deferralworth about 235.5 trillion VND; propose a number of unprecedented policies to manage the economy, contributing to increasing budget revenue, and at the same timesupport businesses and people to reduce difficulties caused by the epidemic, natural disasters cost about 193.4 trillion VND.

As of December 15, 2022, total budget revenue reached VND 1,691 trillion, exceeding the estimate by 19.8%, VND 78 trillion higher than the year-end performance assessment report to the National Assembly. Along with achieving the budget revenue target nearly 2 months ahead of schedule, the Finance sector also proposed solutions to strengthen management and strict control.public debt restructuringin a sustainable direction; strengthen price and market management in accordance with the actual situation, remove difficulties, promote production and business; consolidate the financial market, restructure enterprises; promote administrative procedure reform, apply information technology anddigital transformation; improve the efficiency of management and use of public assets, strengthen inspection, examination, and public disclosure of budgetary finances; combat smuggling, trade fraud, counterfeit goods, etc.

At the conference, based on discussion and comments, representatives of a number of ministries, branches and localities presented the implementation results in their respective sectors and localities, and presented lessons learned; at the same time, pointed out existing shortcomings and limitations.

Entering 2023, the Finance sector forecasts that the international economic context will continue to face many difficulties and unpredictable factors will affect the implementation of state budget and financial tasks. In order to effectively implement the financial and budgetary targets and the National Financial Plan, contributing to ensuring major balances of the economy in 2023, based on discussions, the Ministry of Finance has proposed 11 solutions for implementation.

Speaking at the conference, Prime Minister Pham Minh Chinh praised the efforts, attempts and contributions of the Finance sector in 2022. Based on receiving and listening to the report summarizing the state budget and financial tasks in 2022 and implementing the tasks in 2023 of the Ministry of Finance and the opinions and proposals of ministries, branches and localities, the Prime Minister requested the Finance sector to objectively and substantially assess the achievements and limitations in order to have appropriate implementation solutions.

On the one hand, the Prime Minister acknowledged the efforts of the Finance sector in ensuring a large balance for the economy, controlling prices and inflation to limit the impact on people's lives, and reducing difficulties for businesses; on the other hand, the Prime Minister also emphasized that he was proud but not subjective. Next, on the basis of noting and suggesting a number of major orientations for the Finance sector, together with relevant ministries and branches, to study and advise on appropriate and harmonious policies; promptly advise the Government to deploy and direct the good implementation of financial policy targets and fiscal plans; ensure financial security, monetary security, ensure macroeconomic balances, control inflation, and remove difficulties for businesses. The Prime Minister assigned the Ministry of Finance to continue studying and learning from countries that have proactively integrated into the world in finance while managing the sector to achieve more results.
