This morning (March 7th), Prime Minister Pham Minh Chinh met with outstanding female leaders, managers, intellectuals, and artists on the occasion of International Women's Day, March 8th. Also present were Bui Thi Minh Hoai, Head of the Central Committee's Mass Mobilization Department; Vice President Vo Thi Anh Xuan; and other outstanding female leaders, managers, intellectuals, and artists.
At the meeting, held in a warm, friendly, and meaningful atmosphere to commemorate the 112th anniversary of International Women's Day on March 8th, Prime Minister Pham Minh Chinh, on behalf of General Secretary Nguyen Phu Trong and the Party and State leaders, extended warm greetings, heartfelt regards, and wishes for good health, youthfulness, happiness, and success to outstanding female leaders, managers, intellectuals, artists, and women throughout the country.

The Prime Minister emphasized that, globally, an increasing number of women are now in leadership, management, intellectual, and artistic positions, influencing society. This is not only important for gender equality on a global scale but also has significant implications and makes a positive contribution to the development of nations, organizations, communities, and societies on the path towards civilization and prosperity. Many female leaders, with their flexible and skillful nature, have solved major and important national and international issues in a flexible and effective manner. Furthermore, with their intellect, spirit, and compassion, many female intellectuals and artists have created works of immense value that have spread throughout the world. In Vietnam, from the dawn of our nation-building and defense history, women have upheld the spirit of patriotism and indomitability.
“The eight golden words ‘Heroic, indomitable, loyal, and capable’ that beloved President Ho Chi Minh bestowed upon Vietnamese women are a profound culmination of the fervent patriotism, intelligence, creativity, compassion, and noble sacrifice of Vietnamese women in the cause of building and defending the Fatherland. This fine tradition is a source of pride for Vietnamese women in the international women's community and a continuous thread for generations. Today, regardless of their circumstances and positions, Vietnamese women always highly uphold traditional values and fine qualities, demonstrating unity, intelligence, dynamism, creativity, compassion, and ‘excellence in national affairs and competence in household matters’ – making significant contributions to the cause of national renewal, integration, and development,” the Prime Minister stated.
On this occasion, the Prime Minister extended his special gratitude to the female doctors, medical staff, and women on the front lines of the fight against the Covid-19 pandemic for more than two years, who have not shied away from difficulties and hardships, setting aside personal joys for the common good, making silent sacrifices to bring life, health, and safety to the people; and to many other women in various fields of work, study, and employment, grandmothers, mothers, sisters, daughters, and children who play indispensable roles in building families – the basic unit of a prosperous, equal, progressive, and happy society – maintaining political security, social order, and promoting the socio-economic development of the country.

The Prime Minister stated that the proportion of leading and managerial cadres in Party and State agencies has improved in both quantity and quality. The 13th Central Committee includes 19 women (9.5%), the 15th National Assembly has a record-high 30.26% female delegates; provincial Party committees have 16% female members, and provincial People's Councils have 29% female members… Vietnam ranks 60th in the world, 4th in Asia, and first in the ASEAN Inter-Parliamentary Assembly Council in terms of women's participation in elected bodies; it ranks 3rd in ASEAN and 47th out of 187 countries worldwide in terms of gender equality in politics. Vietnam's gender inequality index ranks 65th out of 162 countries and territories.
The presence of key female leaders and managers at the central and local levels, along with outstanding female intellectuals and artists, today further affirms the profound concern of the Party and State for women in general and the work of female cadres in particular. It also acknowledges, appreciates, and honors the tireless efforts, struggles, and progress of women in the women's movement and for the advancement of women, as well as their significant contributions to the cause of national renewal, integration, and development.
With the desire to gather and promote the talents, intellect, compassion, and fine traditions of Vietnamese women in the sustainable socio-economic recovery and development; and at the same time gradually overcome shortcomings related to women's affairs and gender equality, for the advancement of women, the Prime Minister requests relevant ministries and agencies to effectively implement the following key contents and tasks:
Firstly, we must continue to further raise awareness and implement the Party's policy outlined in the Resolution of the 13th National Congress: "Building Vietnamese women for the new era. Improving the quality of female human resources to meet the requirements of sustainable development and international integration," contributing to achieving the sustainable development goals by 2030. We must focus on effectively implementing the National Strategy on Gender Equality for the period 2021-2030, creating conditions and opportunities for women and men to participate equally in all areas of social life, promoting the rapid and sustainable development of the country, and enjoying the fruits of development.

The Prime Minister requested relevant ministries and agencies to inspect and review the implementation of policies supporting people, including women and children, facing difficulties due to the impact of the Covid-19 pandemic; at the same time, to review all policies for women, and advise the Government and the Prime Minister, within their authority, on policies to ensure a better life for female workers in industrial zones, especially policies on housing, childcare, and schools so that women can work and produce with peace of mind.
Secondly, greater emphasis should be placed on planning for the recruitment of female cadres for leadership and management positions. During his lifetime, President Ho Chi Minh always considered the training and development of female cadres a crucial aspect of the Party's personnel work. Therefore, this should be identified as an important and ongoing responsibility and task for the entire political system.
The Prime Minister instructed the Minister of Home Affairs to urgently develop a plan for training and fostering young officials and female officials in local governments and central ministries and agencies for the period 2022-2026, with a vision to 2030, to be submitted to the Prime Minister for promulgation and implementation starting in 2022.
Thirdly, we must continue to improve the quality of activities of women's unions at all levels in the current period. These unions need to be proactive, flexible, and creative in selecting activity content; closely adhere to the Party's political tasks, choose activities that are truly practical and suitable to the conditions of the organization and its members, support women's economic development, improve their skills, and participate more and more in socio-political activities; encourage and create a suitable environment, and promote the role of female intellectuals and artists so that they can contribute more and more effectively to the country's reform, integration, and development.
Pay more attention to training women on child-rearing, organizing family life, preserving and promoting national cultural identity, protecting the customs and traditions of Vietnamese women, upholding compassion, tolerance, solidarity, and mutual assistance, especially in times of difficulty and hardship; boldly condemn acts of violence and immorality in the family and society.
The Prime Minister emphasized: “Gender equality and women's liberation are not only trends of the times but also in line with Vietnamese cultural traditions. I believe that the tradition of kindness, diligence, intelligence, and dedication will always shine brightly in every Vietnamese woman; the good qualities of women will forever illuminate faith, love, and happiness for each member of the family, society, and community, enriching the cultural identity of Vietnamese women in the new era, contributing to building our beloved Vietnam into an increasingly strong and prosperous nation.”
