The Prime Minister requested to urgently develop projects to enhance cyber warfare capabilities and submit them to the Prime Minister for approval for early implementation.

On the afternoon of January 8, in Hanoi, Prime Minister Nguyen Xuan Phuc attended the Ceremony to announce the Decision to establish the Cyber ​​Warfare Command according to Decision No. 1198 dated August 15, 2017 of the Prime Minister.

After announcing the Prime Minister's Decisions, Minister of National Defense, General Ngo Xuan Lich presented the Victory Flag to the Cyber ​​Warfare Command.

Speaking at the ceremony, Prime Minister Nguyen Xuan Phuc said that with the strong development of science and technology, especially with the wave of the 4th industrial revolution and the development of the internet in all fields, cyberspace has become a new territory with an important role in the socio-economic development, national defense, security and foreign affairs of each country.

In modern warfare, cyberspace is considered the 5th combat environment closely linked to air, land, sea and space operations.

Cyber ​​warfare has become a fundamental method of warfare that plays an important role in wars involving high-tech weapons.

The Prime Minister said that in the context that many countries have established cyberspace combat forces to protect national sovereignty, in the face of complicated developments in the world, the region and the East Sea, with potential instability and unpredictability, the protection of cyberspace contributes to firmly protecting national sovereignty, which has been clearly identified and directed by our Party and State from an early date.

In the strategy to protect the Fatherland in the new situation, our Party has promoted the responsibility to protect the Fatherland in cyberspace, identified the increasing risk of cyber war and information insecurity, and set the goal of proactively preventing and effectively stopping cyber war.

The Prime Minister emphasized that the announcement of the establishment of the Cyber ​​Warfare Command today demonstrates the Party and State's trust in our army in assigning combat missions on the new front.

Emphasizing that the cyber warfare force is receiving investment to move straight to modernity, the Prime Minister requested the Central Military Commission and the Ministry of National Defense to focus on leading and directing the good implementation of a number of contents.

Including focusing on leadership, direction, thorough understanding, concretization and serious and effective implementation of the Party and State's policies and guidelines on military and defense tasks in general and cyber warfare tasks in particular.

Promote the advisory role and propose to the Party and State to lead and direct cyber warfare work and operations to achieve the highest efficiency, and promptly research and forecast cyber warfare strategies.

The Prime Minister also requested the promulgation of mechanisms, policies, and plans for organizing cyberspace operations to meet the requirements of the task of protecting the Fatherland in the new situation.

“Lead and direct the building of a truly loyal, disciplined, intelligent, sharp, and effective cyberspace command and combat force with enough strength to fight and win, protecting national sovereignty in cyberspace. The staff must be streamlined, and weapons must be synchronous and the most modern. Regularly grasp the situation, advise and propose timely handling of situations, and avoid being passive or surprised,” said the Prime Minister.

The Prime Minister also requested close coordination with military branches and services, and relevant forces such as the Ministry of Public Security and the Ministry of Information and Communications to protect military and defense information systems and participate in protecting important national information systems, firmly protecting national sovereignty in cyberspace.

Promote research and application of advanced science and technology and military art in cyberspace operations. Actively research, develop and apply the world's latest and most advanced achievements in information technology and high-tech weapons; proactively and plan to research and apply the 4th industrial revolution in cyberspace operations.
