Prime Minister welcomes Hanoi's handling of Vice Chairman of Van Mieu Ward

On the morning of August 3, at the Government headquarters, Prime Minister Nguyen Xuan Phuc chaired the regular Government meeting in July to assess the socio-economic situation in July and the first 7 months of 2017.

Speaking at the opening of the meeting, the Prime Minister stated that ministries, branches and localities must carefully analyze limitations, weaknesses and causes to find ways to overcome them and strive to complete the targets and tasks of the 2017 plan.

Prime Minister Nguyen Xuan Phuc affirmed the positive trend in the country's socio-economic development. Accordingly, inflation continues to be controlled, credit increases sharply, and is directed to the fields of production, business, import and export. Bank interest rates decreased by 0.5%. The stock market reached its highest point in 9 years. Import and export increased sharply, nearly 19%.

Budget revenue was quite good, with over 53 provinces and cities exceeding the same period last year. Disbursement of public investment capital increased 1.8 times compared to the previous month. Investment attraction increased sharply, especially foreign direct investment (FDI). There were 73,000 newly registered enterprises and over 17,000 enterprises resumed operations.

However, the Prime Minister noted some shortcomings and problems such as the difficult production and business situation when 43,000 enterprises still stopped operating. Some costs, especially transportation and logistics costs, are still high. Disbursement increased but did not meet requirements when only 38.5% of the estimate was reached in 7 months.

In particular, dengue fever has spread widely with over 60,000 infected people, of which nearly 50,000 people were hospitalized, especially 17 people died. Fire, explosion and traffic accident situations are still complicated, most recently a serious fire occurred in Duc Thuong commune, Hoai Duc district, Hanoi city, killing 8 people.

Along with that, the Prime Minister especially emphasized that the grassroots government system, especially at the district and commune levels, is changing slowly, there is still a lot of harassment and hassle, administrative procedures are cumbersome, negativity has not been completely prevented, and the law and administrative discipline have not been strictly implemented by a number of civil servants.

Prime Minister Nguyen Xuan Phuc emphasized: "Continue to promote administrative procedure reform more strongly at all levels and sectors throughout the system to remove development barriers and create favorable conditions for the people. I welcome Hanoi City's suspension and review of the Vice Chairman of Van Mieu Ward, not allowing people to declare their deaths, causing difficulties and slowing down the burial process. Such simple but bureaucratic matters must be strictly handled throughout the system. Many people told me that the leaders spoke very strongly about this issue, but transforming the entire system to serve the people at the grassroots level still has many shortcomings."

The Prime Minister requested that members of the Government "suggest" and propose solutions for the remaining months of 2017 to achieve the growth target of 6.7%, as well as discuss policies to remove bottlenecks such as institutions, administrative procedures, equitization, divestment of State capital, difficulties in disbursing ODA capital, production and business costs, administrative procedure costs, and time and money which are still burdens for people and businesses. In particular, it is necessary to promote solutions to disburse public investment capital, to bring social investment capital to 34-35% of GDP.

"In particular, you comrades must propose specific solutions in the remaining months to achieve the target of 6.7% this year and the following years. Those who do not have fire in their hearts or in their industry should light it up. Those who need to play striker, two or three strikers to score goals, need to step up.

We do not have to chase after quantity, but if we do not complete it well, it will greatly affect the Government's targets, including the public debt target. We must strictly implement the Government's legal and policy mechanisms, in which implementation is the core issue that needs to be focused on to have stronger measures," the Prime Minister suggested.
