The Prime Minister heads the Steering Committee for Counter-Terrorism.
The government has just issued a Decree stipulating the organization, tasks, powers, and coordination relationships of the Steering Committees for Counter-Terrorism at all levels.
The Ministry of Public Security is the permanent agency of the National Steering Committee for Counter-Terrorism and has a specialized advisory and support agency called the Permanent Office of the National Steering Committee for Counter-Terrorism.
The Prime Minister serves as the head of the National Steering Committee for Counter-Terrorism. The deputy head of this committee is the Minister of Public Security.

The members of the National Steering Committee for Counter-Terrorism include: the Minister and Head of the Government Office; the Ministers of the Ministries of Foreign Affairs, Transport, Information and Communications, Health, and Finance; the Governor of the State Bank of Vietnam; the Deputy Minister of Public Security in charge of security work (Permanent Member); the Chief of the General Staff of the Vietnam People's Army; and the Deputy Minister of National Defense.
If necessary, the Government may decide to add ministers or other senior officials to the National Steering Committee for Counter-Terrorism based on a proposal from the Head of the Steering Committee.
The composition of the Steering Committee for Counter-Terrorism of Ministries and Departments is headed by a Deputy Minister, with other members decided by the Minister or head of the ministerial-level agency.
The Steering Committee for Counter-Terrorism in provinces and centrally-administered cities is chaired by the Chairman of the People's Committee of the province or centrally-administered city.

The decree also stipulates the duties and powers of the Steering Committee for Counter-Terrorism at all levels.
Specifically, the National Steering Committee for Counter-Terrorism is tasked with inspecting, supervising, and guiding the Steering Committees for Counter-Terrorism of Ministries, sectors, and centrally-administered provinces and cities in implementing counter-terrorism work. In addition, it advises the Government and the Prime Minister on directing the handling of terrorist incidents in cases requiring the declaration of a state of emergency regarding national security, public order, and social safety, or when there is a threat to national security, public order, and social safety but not yet to the extent of declaring a state of emergency.
The Steering Committee for Counter-Terrorism of the Ministry of Public Security is tasked with advising the National Steering Committee for Counter-Terrorism on strategies, programs, plans, methods, measures, and solutions for counter-terrorism; handling terrorism; and mitigating and limiting the consequences caused by terrorism.
The Steering Committee for Counter-Terrorism of the Ministry of Public Security and the Ministry of National Defense, in coordination with the Steering Committees for Counter-Terrorism of Ministries, sectors, provinces, and centrally-administered cities, advises and directs the handling of terrorist incidents; implements counter-terrorism plans and conducts counter-terrorism drills approved by competent authorities.
The Steering Committee for Counter-Terrorism of Ministries and Agencies is tasked with coordinating with the Steering Committee for Counter-Terrorism of the Ministry of Public Security, the Ministry of National Defense, and the Steering Committees for Counter-Terrorism of provinces and centrally-administered cities to advise and assist the Minister or Head of a Ministry-level agency in organizing and directing counter-terrorism work.
The Steering Committee for Counter-Terrorism in provinces and centrally-administered cities is responsible for advising the People's Committee and the Chairman of the People's Committee of the province or centrally-administered city on handling terrorist incidents occurring in the locality, except for terrorist incidents that fall under the responsibility of the National Steering Committee for Counter-Terrorism, the Steering Committee for Counter-Terrorism of the Ministry of Public Security, and the Ministry of National Defense.
