The Directive clearly states that, in recent times, the Government and the Prime Minister have focused, unified, and resolutely acted, resolutely innovated leadership, management, and administration methods, built a clean, honest, development-creating Government, closely connected with the people, serving the people and businesses...

However, the implementation of the direction and administration of the Government and the Prime Minister by a number of agencies has not been strict. They need to be strictly reviewed, lessons learned, and urgently overcome at all levels and sectors, especially the responsibility of leaders.

To strengthen discipline and administrative order, create clear changes, improve service quality and prestige of the Government and authorities at all levels, the Prime Minister requested ministries, branches and localities to perfect working regulations, specify the responsibilities of each individual, ensure that subordinates obey the leadership, direction and strictly comply with decisions of superiors.

The Prime Minister's Directive also clearly states the direction to resolutely implement streamlining the number of civil servants and public employees with weak capacity, lacking a sense of responsibility, and failing to complete assigned tasks in accordance with the provisions of law.

Ministries, branches and localities must urgently overcome shortcomings and limitations to create positive changes in direction and administration; resolutely and strictly handle violations, harassment and inconvenience in handling work of people and businesses, especially cases of repeated, organized and serious violations; strictly handle delays in performing assigned tasks, especially issues of social concern.

The Prime Minister requested to enhance the responsibility of leaders, assign specific responsibilities for allowing corruption to occur, especially in the implementation of procedures for granting licenses, property registration, business registration, immigration, taxes, customs, granting land use right certificates, household registration, enrollment, notarization, authentication, medical examination and treatment...

Prime Minister Nguyen Xuan Phuc also requested to strengthen inspection, examination and supervision of discipline and administrative order, including supervision from the people; on office culture; on responsibility and ethics, and communication culture of cadres, civil servants and public employees when performing their duties and public duties.

Prohibiting civil servants from gambling in casinos

For cadres, civil servants, public employees and workers, the Prime Minister emphasized that in performing tasks and public duties, they must comply with hierarchy, discipline and administrative order, and within their authority.

Regarding ethics and communication culture of cadres, civil servants and public employees, the directive emphasizes not to use working hours for personal work; to strictly follow regulations on meeting culture; not to smoke in offices, meeting rooms and halls; to strictly prohibit the use of alcohol, beer and alcoholic beverages during working hours and lunch breaks during working days and on-duty days; and not to enter casinos to gamble in any form.

The head of the state administrative agency also directed to strictly prohibit officials, civil servants, and public employees from taking advantage of their functions and duties to cause harassment, trouble, and profiteering when handling and resolving work related to people and businesses.

The Prime Minister assigned the Ministry of Home Affairs to be the agency to assist the Government in urging and inspecting the implementation of discipline and order of state administrative agencies, and reporting to the Prime Minister.
