Prime Minister highlights the formula "financial resources from Qatar, human resources from Vietnam"

On the afternoon of October 31 (local time), during his official visit to Qatar, Prime Minister Pham Minh Chinh received Qatari Minister of Information and Communications Technology Mohammed bin Ali bin Mohammed Al Mannai.

The Prime Minister said that at the talks this morning, the leaders of the two countries agreed on many contents. One of the focuses was to promote digital transformation cooperation between the two countries.

Desire to establish a data center for Vietnamese digital technology enterprises in Qatar

According to the Prime Minister, the potential for cooperation between the two sides is huge, and it is necessary to focus on specific projects such as cyber security, telecommunications, etc.

Informing that Vietnam is investing in building a national data center and other data centers, the Prime Minister hopes to have cooperation and investment from Qatar with preferential loans, technology transfer and human resource training.

Minister Mohammed bin Ali bin Mohammed Al Mannai informed that after the talks this morning, the Prime Minister of Qatar directed ministries and sectors to strengthen cooperation with Vietnam. He said that cooperation between the two sides should start from small steps towards long-term cooperation.

Emphasizing that digital transformation is very important for countries today, Mr. Mohammed bin Ali bin Mohammed Al Mannai said that in a recent meeting with Minister of Information and Communications Nguyen Manh Hung, the two sides discussed areas of cooperation in the coming time.

Regarding the telecommunications sector, Minister Mohammed bin Ali bin Mohammed Al Mannai expressed his willingness to invest in Vietnam in the fields of chips, semiconductors, and data centers and will open opportunities for Vietnamese enterprises to do business in Qatar.

He also hopes to establish a data center for Vietnamese digital technology enterprises in Qatar to connect with the Middle East market. Qatar has good relations with countries in the region, so it will be a transit point for Vietnam to access these regional markets.

He hopes that during his upcoming visit to Vietnam, the two sides will raise specific cooperation issues.

Welcoming the cooperation between the two sides to establish a data center in Qatar to enter the Middle Eastern market, Prime Minister Pham Minh Chinh proposed a cooperation formula of "financial resources from Qatar, human resources from Vietnam" and the relationship between the two countries will certainly produce products to supply to the Middle Eastern market.

“The formula is available, but to produce the product, it requires the “passion” of the two ministers. I hope the two ministers will be able to do this,” the Prime Minister said.

According to the Prime Minister, whatever you do, you must be "passionate" and determined to the end. You cannot just say it and then leave it there. The spirit is that once you say it, you do it. Once you commit, you do it. Once you do it, you produce a measurable product.

“We make use of time and intelligence. Time waits for no one, intelligence must surpass oneself to accomplish great things. Accepting risks can lead to breakthroughs,” the Prime Minister concluded.

The Prime Minister said that Vietnam should learn these things from Qatar. Qatar accepted risks and overcame itself to build the country to what it is today.

Time waits for no one

Regarding cyber security cooperation, the Prime Minister said that Vietnam will send a cyber security team to work with Qatar. This is also the field in which Vietnam has just moved up 10 places compared to last year.

The Prime Minister agreed that bilateral cooperation needs to be implemented step by step from low to high, from simple to complex, and that high political trust between the two sides will be the basis for promoting smooth cooperation.

Qatar's Minister of Information and Communications Technology stressed that cybersecurity is very important for Qatar and countries developing digital infrastructure.

However, there is currently no international organization to regulate the legal framework related to cybersecurity, so it is necessary to establish bilateral relations.

Recognizing that Vietnam has very good human resources to ensure cyber security, the Qatari Minister of Information and Communications Technology hopes that the two sides can establish a legal framework on this issue. Because this is as important as building cyber security infrastructure.

He will work with Minister Nguyen Manh Hung to include cybersecurity cooperation in the list of cooperation between the two ministries; at the same time, he will work with other agencies to strengthen cooperation in this field.

Prime Minister Pham Minh Chinh announced that at the talks this morning, the leaders of the two countries agreed to have an intergovernmental agreement on this content.

"Time waits for no one, wasting time is a huge waste in our lives. The leaders of the two countries are very concerned about time and intelligence. This field is related to time and intelligence, so we must try to bring this agreement into being by the end of the first quarter of 2025," the Prime Minister requested.

The Prime Minister expressed his belief that the two Ministers will be able to fulfill the request, because both Ministers are technicians and businessmen, so they have the management mindset to do this soon.

Qatar's Minister of Information and Communications Technology promised to try to meet the Prime Minister's timeline and affirmed that "there is no reason for delay".
