Prime Minister Nguyen Xuan Phuc: Without passion, one cannot overcome difficulties, devote oneself, and sacrifice to work.

On the morning of December 29, the Government Conference with localities entered its second working day under the chairmanship of Comrade Nguyen Xuan Phuc - Politburo member, Prime Minister and Deputy Prime Ministers.

After listening to the speeches of leaders of ministries, branches and Deputy Prime Ministers, Prime Minister Nguyen Xuan Phuc concluded and assessed that never before had opinions been as unanimous and consensus as at the Conference, especially regarding the assessment of 2020 results and tasks and solutions for the coming time.

The Head of Government highly appreciated the statements at the Conference, showing determination and aspiration to rise strongly; at the same time, assigned the Ministry of Planning and Investment to coordinate with relevant agencies to urgently complete draft Resolutions 01 and 02 to submit to the Prime Minister for signing and promulgation from the first day of 2021.

The Prime Minister requested ministries, branches and localities to regularly discuss and resolve problems decisively and promptly; not to redo documents and paperwork, wasting time and opportunities. “A new working style must be promoted to rectify bureaucracy and paperwork,” the Prime Minister requested.

With the special importance and significance of 2021, the Prime Minister emphasized that the Government's action theme is: Solidarity - Discipline - Innovation - Creativity - Aspiration for development.

In that spirit, Prime Minister Nguyen Xuan Phuc outlined 10 key tasks for 2021. First of all, affirming the special importance of determination, effort, strong will to rise up, and the aspiration to build a strong and prosperous country under the leadership of the Party, the head of the Government requested that work must be started right from the beginning of the year.

“Without passion, there is no creativity; without passion, there is no overcoming difficulties, dedication, and sacrifice to work, so that each ministry, each industry, and each locality can develop,” the Prime Minister reminded.

Comrade Nguyen Xuan Phuc also requested to continue maintaining a stable and sustainable macro foundation for socio-economic development, in which the inflation target must be controlled at a low level and the country's major balances must be preserved and nurtured.

The Government has submitted to the Politburo, the Central Committee, and the National Assembly a unified GDP growth target of 6% in 2021, but given the actual situation and development requirements, the Government and the Prime Minister set a target of striving to achieve 6.5% or more in direction and administration.

Analyzing more clearly, the head of the Government emphasized: It is especially important to clearly define the economic growth target because growth not only creates a solid foundation and macroeconomic stability, but also ensures employment, income, creates resources to implement social security policies, strengthens national defense and security, and at the same time contributes to preventing backwardness and narrowing the development gap. Therefore, the "three-horse carriage": production, consumption, and export need to continue to be operated synchronously and resolutely.

The Prime Minister also requested that all levels and sectors need to thoroughly grasp and seriously implement three strategic breakthroughs: institutions, human resources, and infrastructure with new connotations; in which institutions are the fundamental factor, prerequisite, and important for our country to move forward.

Along with that, ministries, branches and localities continue to focus on human development and improving people's quality of life; pay attention to sustainable development issues; continue to promote the building of a creative, developing, honest and decisive State administrative system to serve the people; step up the fight against corruption; practice thrift and combat waste; continue to strengthen national defense and security, promote foreign affairs and international integration activities, creating a stable and peaceful environment for development.

Referring to a number of requirements for implementing the 2021 socio-economic development plan, the Prime Minister emphasized that ministries, branches and localities need to urgently issue specific plans before January 20, 2021; organize drastic and synchronous implementation combined with regular inspection and evaluation.

Preparing to welcome the new year 2021 and Lunar New Year, the head of the Government requested to continue to focus on the work of preventing the Covid-19 epidemic; not to be negligent or subjective in order to have a peaceful Tet. On the other hand, it is necessary to manage the market stably, ensuring the supply and demand of goods for Tet. Ministries, branches, especially localities, review all aspects to ensure that people have a happy and safe Tet, especially the disadvantaged, people in difficult and disaster-prone areas.

In particular, the Prime Minister pointed out: Do not organize New Year greetings to superiors and leaders at all levels; strictly prohibit giving New Year gifts to leaders in any form; do not use public vehicles or public money for festival and entertainment activities.
