Prime Minister Nguyen Xuan Phuc: Clarifying goals for two 100-year historical milestones

At the second meeting of the Socio-Economic Subcommittee preparing for the 13th National Party Congress held on the morning of January 19, assessing many opinions of the Subcommittee members showing enthusiasm and innovation, Prime Minister Nguyen Xuan Phuc - Head of the Subcommittee requested the Standing Committee of the Subcommittee, the Editorial Team, and the person directly writing the article, to complete, listen to the opinions, and seriously absorb them.

When there are not many "important milestones" from now until then, as presented at the 10th Central Conference in May 2019, the draft outline of the 10-year Socio-Economic Development Strategy 2021 - 2030 and the 5-year Socio-Economic Development Plan 2021 - 2025, the Prime Minister requested the Editorial Team, departments, ministries and branches to pay special attention, to arrange the best staff, to focus time, to be dedicated and specialized to implement, to ensure quality and progress.

Regarding the main contents discussed at today's meeting, first of all, regarding the Subcommittee's work plan and implementation roadmap, the Prime Minister emphasized that all opinions were basically in agreement with the proposal of the Editorial Board and requested that, based on this plan, the Editorial Board develop a plan for each task, with more specific and detailed timelines, ensuring clarity, assigning specific individuals and organizations, "when to discuss, when to meet, and reporting to the Standing Committee of the Subcommittee for comments before submitting it to the Subcommittee meeting". This plan can be flexibly adjusted, supplementing the necessary activities of the Subcommittee to suit the situation and practical requirements. The Standing Committee members of the Subcommittee regularly hold meetings to listen to and give opinions on a number of issues that still have different opinions.

Regarding the theme of the 10-year Strategy, the Prime Minister emphasized the spirit of how to bring Vietnam to a new development step, with a breakthrough in socio-economic development. The theme needs to be concise, easy to understand, easy to do, easy to check, and urge implementation, but must have the most important elements for the country's development in the next 10 years such as promoting innovation, strongly developing science and technology, mobilizing and effectively using all resources, maintaining sovereignty, social stability, social security, creating a strong driving force for the country to develop quickly and sustainably.

The Prime Minister said that it is necessary to discuss and clarify the goals to strive for by 2030 and 2045, the time to celebrate the 100th anniversary of the founding of the Party and the founding of the country as set by the Document Subcommittee, towards becoming a socialist-oriented industrial country.

Regarding the structure of the 10-year Strategy and 5-year Plan, the Prime Minister emphasized the need for brevity and condensation. The editorial team will soon supplement the main content of each part to form a preliminary outline and send it to the Subcommittee members for comments.

Regarding goals and strategic breakthroughs, the Prime Minister suggested clarifying the content of science and technology to become a breakthrough to move the country forward.

It is necessary to have a good approach; ensure the principles of objectivity and honesty, clearly point out subjective and objective causes, draw practical and meaningful lessons; look straight at the truth, have a theoretical basis, be closer to reality, have both inheritance and innovation, be in line with the trend of the times, "it is not that we paint a picture of all rosy goodness without seeing the shortcomings in our current society".

It is necessary to emphasize the orientation, tasks, and solutions, clearly demonstrating the key contents including institutional improvement, development of a modern, high-performance market economy, sustainable development, green growth, science and technology as the main driving force of growth, focusing on cultural and social development, environmental protection, and climate change response...

Along with ensuring political security, social order and safety, and territorial integrity, enhancing Vietnam's integration capacity and position in the international arena, building a socialist rule-of-law state, a creative, developing, active, and honest state needs to be raised.

Regarding the assignment and ordering of research on topics, the Prime Minister agreed with the Editorial Board's proposal to assign tasks to ministries, branches, agencies, and research organizations, including: 10 agencies of the National Assembly, 28 ministries, departments, branches, and agencies; 10 research agencies, academies, universities, and 5 provinces and cities. In addition to the issue of quality, the Prime Minister noted the completion time to send to the Editorial Board for synthesis.

The Prime Minister agreed on the organization and working methods of the Editorial Board, including establishing problem groups for research and assigning responsibilities to members of the Editorial Board. Accordingly, the Editorial Board is divided into 6 groups.

Regarding documents and data for research, the Prime Minister assigned the General Statistics Office (Ministry of Planning and Investment) to develop a general set of socio-economic data for the 2010-2020 period, ensuring authenticity, synchronization, and consistency in the use of data and information to serve the Subcommittee.
