Prime Minister Nguyen Xuan Phuc: Nghe An must contribute to creating a new emerging growth pole for the whole country.

(Baonghean.vn) - Prime Minister Nguyen Xuan Phuc set a vision for 2025: Nghe An must become a well-off province in the North Central region, together with Ha Tinh and Thanh Hoa, creating a new emerging industrial growth pole in the country.

After summarizing the socio-economic situation in 2016 and the first months of 2017; the investment promotion situation, the implementation of Resolution 35 of the Government on supporting and developing enterprises, Chairman of the Provincial People's Committee Nguyen Xuan Duong reported to the Prime Minister and the working delegation on the implementation of the contents in the Conclusion Notice No. 277/TB - VPCP of the Government Office, including 12 contents.

In particular, for Vinh International Airport, in 2017, Vietnam Airports Corporation included in the investment plan to expand 3 more aircraft parking positions and renovate 2 existing positions; at the same time, proposed to allocate capital to soon invest in building a second landing strip at Vinh Airport.

Chairman of the Provincial People's Committee Nguyen Xuan Duong also proposed that the Prime Minister allow the adjustment of the cross-section planning of the section from km0 - km7+775 from 160m to 95m, and at the same time authorize the People's Committee of Nghe An province to approve and pay attention to arranging government bond capital to invest in completing the Vinh - Cua Lo Boulevard project.

In addition, the Chairman of the Provincial People's Committee presented a number of recommendations and proposals to Prime Minister Nguyen Xuan Phuc such as: allowing the province to establish a project to build Thanh Nam bridge across Lam river in Con Cuong district to contribute to building this locality into a tourist town.

At the meeting, representatives of leaders of several ministries responded to Nghe An's recommendations as well as proposed a number of issues to the province.

Deputy Minister of Agriculture and Rural Development Tran Thanh Nam assessed that in building new rural areas, Nghe An has made great efforts. The province has also given specific instructions to build a set of criteria for hamlets and villages that meet new rural standards and has also selected three communes that meet the standards to build model new rural communes.

Deputy Minister Tran Thanh Nam also suggested that the province pay attention to building new rural communes in mountainous areas, building new rural communes associated with focusing on developing high-tech agriculture.

State Auditor General Ho Duc Phoc proposed that the Prime Minister pay attention to five issues of Nghe An province, including: building a breakwater for Cua Lo deep-water port, adding a terminal at Vinh Airport; implementing the construction of the Vientiane - Hanoi expressway through Thanh Thuy border gate; supporting investment in Nghe An's Oncology Hospital; and dredging the Cua Lo port channel.

Deputy Prime Minister Vuong Dinh Hue assessed that Nghe An has made comprehensive development steps, and pointed out three key areas in which Nghe An has advantages: agriculture, especially comprehensively developed high-tech agriculture; tourism and information technology... and should follow this direction.

According to the Deputy Prime Minister, the most important issue now is to overcome the situation where the Government, ministries and branches are moving but the province is not moving; or the province is moving but the district and commune levels are not implementing it thoroughly; especially, we must not let group interests. "The issue is to organize implementation, to be unanimous and united in organizing implementation", Comrade Vuong Dinh Hue emphasized.

Concluding the meeting, Prime Minister Nguyen Xuan Phuc highly appreciated the leadership and management of the province and achieved quite comprehensive results. Regarding the orientation for 2017, the Prime Minister requested the province to continue implementing Resolution 26 of the Politburo; Resolution 01 of the Government; strongly direct economic restructuring, especially in the fields of agriculture and rural areas, strengthen cooperatives, and develop high-tech agriculture.

The Prime Minister also set a vision for 2025, Nghe An must become a prosperous province in the North Central region, together with Ha Tinh and Thanh Hoa, creating a new emerging industrial growth pole of the country.

“Developing industry in the areas that are the locality’s strengths, ensuring the environment and ecology; further improving people’s lives both materially and spiritually, being a land for startups and attracting talents, together preserving and promoting cultural quintessence”, the Prime Minister pointed out, emphasizing that by the end of the 2015-2020 term, the province will balance the budget.

Going into specific content, Prime Minister Nguyen Xuan Phuc suggested continuing to build Vinh City into a modern city with the same national stature as Da Nang; it is necessary to find and maximize the province's potential for rapid and sustainable development, create jobs, and improve people's lives.

In particular, the labor structure must be shifted more strongly; the investment environment and provincial competitiveness index (PCI) must be improved significantly. “We must strive for PCI to be among the best in the country, not below average as it is now,” the Prime Minister stated.

The Prime Minister also requested the province to continue to develop comprehensive agriculture; continue to invest and research to realize airports, seaports, and international roads; pay attention to planning and plans for socio-economic development, urbanization, especially planning for the development of historical and cultural relics with the economy; encourage the strong participation of intellectuals at home and abroad, especially those from Nghe An, to have a clear orientation for the development of Nghe An.

Regarding the province's recommendations during the meeting, Prime Minister Nguyen Xuan Phuc agreed in principle to allow the province to establish a project to upgrade and build the Kim Lien Special Relic Site; at the same time, assigned the Ministry of Agriculture and Rural Development to consider and guide localities in building model new rural communes, including Nghe An's recommendation to build Kim Lien commune as a pilot model new rural commune nationwide.

In the field of transportation, the Prime Minister agreed and assigned the Ministry of Transport to coordinate with the province to study the construction of the Hanoi - Vinh expressway instead of the one from Hanoi to Dien Chau; agreed in principle and the Ministry of Transport guided the province to establish the Thanh Nam bridge project across the Lam River at Con Cuong according to regulations.

The Prime Minister also agreed to upgrade and expand Vinh airport terminal in the form of socialization; thereby requesting the province to coordinate with the Ministry of Transport to propose selecting investors with sufficient financial and technical capacity to implement.

Regarding the proposal to reduce the cross-section planning of Vinh - Cua Lo Avenue from 160m to 95m, the Prime Minister assigned the Provincial Party Standing Committee and the Provincial People's Committee to fully consider all factors to report back to the Prime Minister on this issue.

Regarding the proposal to exempt the fee for protection and development of rice fields of VSIP Nghe An project, the Prime Minister assessed that this is a project with great driving force for the development of Nghe An, therefore, in principle, the Prime Minister agreed with the province's proposal and requested that a specific document be submitted to the Prime Minister for consideration. The Prime Minister also responded and pointed out the direction to resolve other proposals of the province; as well as directed the province to continue to ensure security and order in the area, strictly handling violators of the law.
