Prime Minister Nguyen Xuan Phuc: Developing a team of entrepreneurs to build a self-reliant economy

At the meeting, businessmen appreciated the Government's efforts in creating favorable conditions for private enterprises and made a number of recommendations, such as hoping that the Government would continue to promote administrative procedure reform, simplify and reduce procedures, and give private enterprises what they can do.

Businesses affirmed their commitment that if facilitated, the private economy could contribute up to 80% of GDP, not just 40% as it is now.

Entrepreneurs want the Government to create a fair and equal business environment for businesses to develop. Three years ago, at the beginning of the new Government term, the Prime Minister had a meeting with the business community, a very important event to strengthen the confidence of entrepreneurs. According to entrepreneurs, confidence has returned, entrepreneurs are joining hands and making efforts to contribute to the development of the country.

Recalling the Prime Minister's speech at the Vietnam Private Economic Forum 2019, some businessmen said that the keywords that the Prime Minister mentioned to develop the private economic sector: "Equality", "protection", "encouragement" and "opportunity" are things that businessmen really need, especially "protection".

Businessmen also hope that the Government will strengthen the fight against corruption, waste, negativity, and the situation of "red envelopes".

Taking note of the opinions of private enterprises, the Prime Minister said that this is an important information channel for "the Government to have good policies, close to life, remove difficulties and obstacles, and best serve the people and businesses".

The Prime Minister stated that the Vietnamese economy is a multi-sector economy and all are equal before the law and are given favorable conditions for development, in which the private economy is identified as an important driving force for national development, as stated in Resolution 10 of the Central Committee. Currently, the private economy contributes over 40% of GDP and is on the rise, in which private enterprises contribute about 10%, the rest is household economy. The Prime Minister emphasized thatThe spirit that General Secretary and President Nguyen Phu Trong said is that there must be no prejudice against the private economy, there must be equality and fairness towards the private economy, and a strong system of Vietnamese enterprises must be strongly developed. Currently, there are many strong Vietnamese private enterprises with many prestigious products in the international market.

According to the Prime Minister, today's meeting is to listen to private enterprises' opinions on obstacles and difficulties, to summarize and continue to institutionalize Resolution 10 in the best way.

“We must build a self-reliant economy in international integration. Therefore, we must have a team of enterprises with different types of enterprises, including Vietnamese private enterprises,” the Prime Minister stated, reaffirming the principles and important “keywords” that he had put forward at the Private Economic Forum: “Equality”, “protection”, “encouragement” and “opportunity”.

The Prime Minister emphasized that one of the very important tasks of the Government in this term is to promote the development of all types of enterprises, including private enterprises. "A question that we are pondering, similar to your opinion today, is how to help Vietnamese private enterprises increase rapidly in scale, quantity, and competitiveness in both domestic and foreign markets, thereby entering high-value areas in the global supply chain." Enterprises themselves need to focus on answering this question or giving suggestions to the Government to solve that question.

The Prime Minister also raised the issue of how Vietnamese private enterprises can sell products and connect with FDI enterprises as well as with State-owned enterprises.

Most of the private enterprises in Vietnam are newly established, and their technology, capital and human resources are not good. So how can we access technology, capital and quality human resources to develop the private economy in Vietnam? How can the entire administrative system serve the people and businesses better? How can Vietnamese entrepreneurs have a creative vision, conduct business in a civilized manner, and have business ethics? And what is the role of the Private Entrepreneurs Association in contributing to this issue?, the Prime Minister raised the issue.

“I think our Association's businesses want more, especially the connection between domestic enterprises and FDI enterprises, to create the aspiration to rise up with higher responsibility,” said the Prime Minister.

The Prime Minister also hopes that the private business community in general and the Private Business Association in particular "have the aspiration to get rich legitimately, get rich with their intelligence, courage, and experience, and at the same time, in that process, have reasonable strategies and tactics, control business risks well, and contribute more to the quality and efficiency of growth, including job creation, budget collection, and innovation".

Private enterprises conduct business with integrity, care about social responsibility, green and sustainable development, are conscious of environmental protection, comply with the law, and make international commitments. Vietnamese private enterprises participate in fighting corruption and negativity in business, "say no to corruption and negativity".

Private enterprises need to pay more attention to developing internal strength and competitiveness, including human resources and technology, including brand building. Cooperate in their own industries, share experiences, especially participate in some programs and projects of the State, FDI products...

The Prime Minister also hopes that the Private Business Association will operate more practically and dynamically, always bringing practical benefits to its members, avoiding simply collecting membership fees with poor, movement-like activities and a rigid administrative apparatus. The Association will operate openly, transparently, and effectively.Attract many scientists and managers to have practical work programs, propose policies and aspirations of the Vietnamese private economy to the Government and authorities at all levels.
