Prime Minister Nguyen Xuan Phuc: 'A culture of resignation is necessary'

Questioning Prime Minister Nguyen Xuan Phuc at the 2nd session of the 14th National Assembly on the morning of November 17, delegate Duong Trung Quoc - Dong Nai delegation raised two issues.

“Knowing that they are doing wrong, the authorities only impose modest fines to fill their pockets. I think that needs to stop. Does the Prime Minister share that with me? If the Prime Minister agrees, will he commit to eliminating the phenomenon of “punishing for existence” during his term?”, delegate Duong Trung Quoc raised the issue.

In addition, the Dong Nai delegation also raised the issue of “culture of resignation”. The delegate said that the time to implement “culture of resignation” is now ripe due to the Prime Minister’s determination to build an honest government.

Responding to questions from the Dong Nai delegation, Prime Minister Nguyen Xuan Phuc said that “punishing for survival” is also the system we have built. The Prime Minister agreed with delegate Duong Trung Quoc that more research is needed to determine in which cases “two yellow cards make one red card” and in which cases “a red card” is required.
"This needs to be summarized and evaluated. I assign the Government Office to collect opinions on this issue, research and handle it seriously and promptly, not allowing negative corruption to exist," the Prime Minister affirmed.
Regarding the issue of "culture of resignation", the Prime Minister accepted the opinion of delegate Duong Trung Quoc.
“I accept this opinion, because there are people who, due to health, qualifications, or family circumstances, cannot continue working in the system and so they resign, which should be welcomed. The Government assigned the Ministry of Home Affairs to study the institution and report to the Government in order to have appropriate documents to create conditions for resignation under specific conditions. A culture of resignation is necessary,” the Prime Minister affirmed.
