Prime Minister Nguyen Xuan Phuc requested the Public Security sector to be more decisive in arranging and deploying forces.

On the morning of December 19, in Hanoi, the Central Public Security Party Committee held a regular conference to comprehensively evaluate all aspects of the People's Public Security's work in 2019 and orient the key work program in 2020 to summarize and deploy at the 75th National Public Security Conference.

Prime Minister Nguyen Xuan Phuc attended and delivered a speech at the conference. General To Lam, Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security chaired the conference.

At the conference, delegates listened to Senior Lieutenant General Bui Van Nam, Standing Member of the Central Public Security Party Committee, Deputy Minister of Public Security, present a report on the documents of the 75th National Public Security Conference.

Senior Lieutenant General Le Quy Vuong, Deputy Secretary of the Central Public Security Party Committee, Deputy Minister of Public Security, presented the main contents at the 2019 Party work conference in the Central Public Security Party Committee.

Senior Lieutenant General Nguyen Van Thanh, Standing Member of the Central Public Security Party Committee, Deputy Minister of Public Security, presented a preliminary report on the implementation of Resolution No. 22 of the Politburo on continuing to innovate and streamline the Ministry of Public Security apparatus to operate effectively and efficiently.

Chaired by General To Lam, Secretary of the Central Public Security Party Committee, members of the Central Public Security Party Committee gave opinions on the emerging security and order situation and the outstanding results of the People's Public Security force in 2019; analyzed and clarified the shortcomings, limitations and causes, determined the goals, requirements, tasks, solutions, and key tasks on ensuring security and order and building the People's Public Security force in 2020; and oriented some major aspects of the work directed by the Central Public Security Party Committee in the coming year.

The conference also assessed the outstanding results after nearly 2 years of implementing Resolution 22 of the Politburo on continuing to innovate, arrange and organize the Ministry of Public Security apparatus to be streamlined and operate effectively and efficiently; reviewed the Central Resolutions on Party building work in the People's Public Security; and reported on the 30-year summary of the implementation of the national construction platform according to the functions and tasks of the People's Public Security force.

Speaking at the Conference, Prime Minister Nguyen Xuan Phuc affirmed that in 2019, the socio-economic situation of our country continued to change positively, this was the second consecutive year that the socio-economic development targets were achieved and exceeded; people's lives were clearly improved; the macro-economy was stable, the GDP growth rate was estimated at over 6.8%, among the countries with the highest growth rates in the region and the world.

Administrative reform and anti-corruption and waste prevention have been promoted and achieved concrete results, contributing to strengthening people's trust. National defense and security have been maintained, social order and safety have been ensured. Foreign affairs activities have continued to be promoted, the country's position and role have continued to be enhanced....

The Prime Minister emphasized that this result was achieved thanks to the solidarity, unity, efforts, joint efforts and consensus of the entire Party, people and army, including the People's Public Security Force. The Party and State always acknowledge and highly appreciate the contributions of the People's Public Security Force.

The Prime Minister assessed that in 2019, the People's Public Security force performed better and more effectively, with many new breakthroughs in its strategic advisory function to the Party and State on basic and important issues, in order to successfully carry out national security tasks, ensure social order and safety, serve economic, cultural and social development, expand foreign relations and international cooperation.

The People's Public Security Forces have successfully fulfilled their core role in maintaining national security, ensuring social order and safety, and protecting the peaceful and happy lives of the people. They have effectively fought against the sabotage plots of hostile and reactionary forces, preventing the formation and publicization of domestic opposition political organizations. They have proactively ensured security from afar, maintaining the country's political security.

The Prime Minister also assessed that the fight against crime met and exceeded the targets set by the National Assembly, social order and safety had positive changes, traffic accidents were reduced in all three criteria, and fire prevention and fighting and explosion prevention were strengthened.

The Prime Minister stated that the People's Public Security force has proactively developed and coordinated to resolutely implement plans and strategies to absolutely protect the security and safety of Party Congresses at all levels, leading up to the 13th National Party Congress, and important political events of the country.

The Prime Minister requested that the People's Public Security force continue to be more drastic in arranging and reorganizing its forces appropriately, following the motto set out when implementing the project to organize the new apparatus: "elite ministry, strong province, comprehensive district, and grassroots commune".

Regularly grasp the thoughts and aspirations of officers and soldiers, have appropriate policies, and encourage officers and soldiers to work at the grassroots level because it is very difficult and they directly encounter many tasks. The Politburo has issued a policy on the arrangement of regular police officers to take on the position of commune police officers. It is necessary to closely coordinate with local Party committees and authorities to urgently implement and complete this task in the first quarter of 2020.

Regarding Party building and force building, the Prime Minister requested the Ministry of Public Security to continue to thoroughly grasp and seriously and effectively implement the Central Committee's Resolutions on Party building, especially the 4th Central Committee Resolution (12th tenure) on Party building and rectification; the 7th Central Committee Resolution (12th tenure) on focusing on building a contingent at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the task.

2020 is the year of organizing Party Congresses at all levels, leading up to the 13th National Congress of the Party. The Prime Minister requested that it is necessary to carefully select police personnel to participate in Party committees at all levels for the 2020-2026 term, and to be imbued with Uncle Ho's teaching: "Cadres are the root of all work; all successes or failures are due to good or bad cadres". Therefore, the People's Public Security force must promote its role and actively contribute so that Party congresses at all levels take place in a more peaceful, stable, secure, safe, orderly and healthy environment than in other years.
