The Principal of Hanoi National University of Education also requested the Ministry of Education and Training to compile statistics on the total number of surplus and shortage of teachers nationwide. In order to have a new and effective training plan, close to the actual needs and to attract good students to the teaching profession: If there are conditions of human resources and material resources but the input quality is not guaranteed, it will be difficult to train a teacher in the future.

To avoid the situation of "mullet fish with heads", the Principal of the Pedagogical University hopes that the government needs to restructure the pedagogical school because "a family with many children is not effective".

In the coming school year, Deputy Prime Minister Vu Duc Dam also requested that schools need to strengthen students’ ethics, lifestyle and personality. The implementation must be substantial, closely following the three slogans: Compete to teach well, study well, all for beloved students and the five teachings of Uncle Ho.

Teaching ethics should not be seen as the responsibility of an ethics teacher but as the responsibility of all teachers and should be taught not with lofty things but with everyday things.

Education must be the top national policy.

Concluding the conference, Prime Minister Nguyen Xuan Phuc highly appreciated the efforts of the entire education sector in the past school year. The Prime Minister also affirmed: There is no socio-economic miracle that is not linked to education and training, education must be the top national policy.

Prime Minister Nguyen Xuan Phuc frankly pointed out the current shortcomings of the education sector such as the slow arrangement of teacher training schools, which affects the quality of teacher training; and the lack of many key training majors.

At the general education level, many localities have not paid attention to allocating land for general schools, especially in industrial parks and export processing zones. The local shortage of teachers, especially preschool teachers, has not been resolved, causing obstacles to sustainable development or overloading in schools and classrooms. "We should not apply machines, where there are students, there must be teachers," the Prime Minister emphasized.


The education of ethics and lifestyle, and practical skills education are still limited, inadequate and do not have much time and suitable curriculum. Violations of ethics and lifestyle by students and some teachers have affected the good customs of the Vietnamese people.

In the coming school year, Prime Minister Nguyen Xuan Phuc suggested that localities need to review the school network system and allocate enough land to build schools, especially at the preschool level, completely resolve the lack of preschools in industrial zones and have cultural institutions for students.

In addition, it is necessary to arrange enough teachers for all levels. In particular, schools are responsible for educating students in ethics and lifestyle, and enhancing the teaching of life skills.
