Prime Minister Nguyen Xuan Phuc requested to amend regulations on teacher promotion certificates.
The Prime Minister requested the Ministry of Education and Training (MOET) to propose plans to amend and supplement regulations related to types of certificates used to rank teachers appropriately in order to completely resolve recent difficulties and shortcomings in this issue.

Minister and Head of the Government Office Mai Tien Dung has just signed a document to send to the Ministry of Home Affairs and the Ministry of Education and Training to report on the content related to training certificates for civil servants.
Accordingly, the Government Office conveyed the direction of Prime Minister Nguyen Xuan Phuc regarding the recent reports by a number of press agencies on the difficulties and inadequacies of the regulations on the use of certificates of training in professional title standards and other training certificates for civil servants, especially for teachers at public training institutions, in the promotion exams and appointments to professional title ranks of civil servants.
To remove difficulties and obstacles in the management of civil servants, on that basis, consider amending and supplementing Decree 101/2017/ND-CP of the Government on training and fostering cadres, civil servants, public employees and other relevant regulations, the Prime Minister requests:
The Ministry of Home Affairs shall preside over and coordinate with specialized management ministries to synthesize and report specifically on the types of certificates for civil servants. In particular, the Prime Minister requested to clarify which types of certificates are conditions for appointment to professional titles of civil servants; which certificates are for professional training. At the same time, classify mandatory and non-mandatory certificates in civil servant management.
The Prime Minister also requested the Ministry of Education and Training to specifically report on similar content mentioned above regarding the professional titles of teachers at public institutions at all levels.
The Ministry of Education and Training proposed plans to amend and supplement relevant regulations to thoroughly resolve recent difficulties and shortcomings on this issue.
The Prime Minister requested the Ministries to propose specific plans and report to the Prime Minister in March 2021.
