Prime Minister Pham Minh Chinh chairs conference on online public services
The Prime Minister requested that delegates attending the Conference focus on discussing and properly evaluating the results achieved in National Digital Transformation in general, especially in the implementation of online public services.

On the morning of August 31, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired a thematic conference on improving the efficiency of providing and using online public services.
The conference was held online at the main bridge in Da Nang city connecting with the bridges of ministries, branches, central agencies and 62 provinces and cities nationwide.
Attending the conference were Politburo members: Deputy Prime Minister Nguyen Hoa Binh, Minister of Public Security Luong Tam Quang; Ministers, Heads of ministerial-level agencies, Government agencies; representatives of leaders of ministries, branches, central agencies and Chairmen, leaders of People's Committees of 63 provinces and centrally-run cities; representatives of corporations in the technology sector.
Opening the conference, Prime Minister Pham Minh Chinh pointed out that Digital Transformation has become an inevitable trend, an objective requirement and a strategic choice for many countries. Digital Transformation is the focus of applying the achievements of the 4th industrial revolution. Digital Transformation takes place and involves all socio-economic, security and defense activities. Digital Transformation is not only for each country, each industry, each person but is a global, comprehensive and national issue.
Digital transformation is a major policy and orientation of our Party and State, a task that receives special attention, is regularly monitored, evaluated, urged, closely directed and resolutely implemented quickly, effectively and substantially, across the pillars of digital government, digital economy, digital society and digital citizens.
The Government and the Prime Minister have issued and resolutely implemented many strategies, action plans, mechanisms and policies on digital transformation closely linked with administrative reform; building and developing e-Government, digital Government, digital economy, digital society, digital citizens and smart cities; facilitating the implementation of the 4th industrial revolution in Vietnam.
Digital transformation is strongly promoted in both the public and private sectors, from central to local, urban to rural, from children to grandparents, or in other words, digital transformation has reached "every alley, every house, every person".
The thinking, actions, and habits of administrative agencies at all levels, people, and businesses in performing administrative procedures have gradually shifted from traditional paperwork to the online environment, helping to improve the efficiency and productivity of economic and social activities. Many ministries, branches, and localities have vigorously implemented and have good models, creative and effective ways of doing digital transformation in general, and providing online public services in particular.
The Prime Minister frankly assessed that thinking, awareness and action in some places and at some times have not met practical requirements; some leaders at all levels have not really resolutely directed and prioritized resources for Digital Transformation and improved service quality in implementing online public services.
Along with that, digital institutions, digital infrastructure, electricity infrastructure, digital platforms, digital applications, national databases, digital human resources, security assurance, and information safety have not met requirements; the effectiveness of online public service implementation has not met expectations, with only 17% of local records being processed online...
Point out major challenges in: meeting the increasing demands of administrative systems at all levels and people and businesses in using online public services; digitizing a large amount of paper information; connecting, sharing, and synchronizing a large amount of databases and public services managed by ministries, branches, and localities in the overall national public administration and between domestic and regional and international information; institutionalizing, ensuring legality, and widely using electronic results from online public services...
The Prime Minister also said that State resources are limited, while Digital Transformation must simultaneously develop important platforms; developing Vietnamese digital technology products must first serve the needs of Vietnamese people well, then reach out to the region and the world; The faster the Digital Transformation, the more people and businesses use online public services, requiring higher requirements for ensuring network security and information safety; at the same time, building and developing the digital culture of Vietnamese people...
The Prime Minister requested the delegates attending the conference to focus on discussing and correctly assessing the results achieved in the National Digital Transformation in general, especially in the implementation of online public services; sharing good models and effective methods for reference and replication; frankly acknowledging the challenges, shortcomings, and inadequacies, especially bottlenecks; pointing out the causes and lessons learned; identifying key tasks and solutions, and breakthroughs in the coming time to move towards digital transformation, implementing 4-no administrative procedures: no paperwork, no contact if not required by law, no cash, no one left behind./.
