Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh said that recently the world situation has had complicated developments such as: the Ukraine conflict, fierce competition between major countries; scarcity of raw materials, high prices of raw materials, especially oil and gas; inflation in many countries has increased... In the country, the COVID-19 epidemic situation is still complicated, with new strains of the SARS-CoV-2 virus, but the whole country is still basically in control of the situation, continuing to reopen the economy, open tourism, open schools; increasing prices of raw materials and world oil prices put pressure on domestic production, business, and consumption; unusual rains and floods...
Thus, we must not only carry out regular tasks, but also resolve long-standing issues and sudden issues, and implement the Resolutions of the National Assembly and the Government on rapid recovery and sustainable socio-economic development.
In that context, under the leadership of the Party, the support of the National Assembly, the efforts of the Government, the people and the business community, the socio-economic situation is recovering positively: the economy has a fairly good growth rate; the macro-economy continues to be stable; major balances are basically ensured; politics is stable; independence, sovereignty and territorial integrity are maintained; foreign affairs are strengthened; the trust of the people and the trust of international friends and investors are increased...
Prime Minister Pham Minh Chinh also said that there are still issues that need to be further promoted and resolved, such as: disbursement of public investment capital is still slow; some recovery programs have not been implemented on schedule; the stock and real estate markets still have potential risks; import and export through border gates have not been completely and thoroughly resolved; the implementation of the third vaccination dose and vaccination for children from 5 to under 12 years old is still slow.
According to the Prime Minister, the forecast for the situation in the coming time has both opportunities and advantages, but also more difficulties and challenges. Therefore, the Prime Minister asked the Government members to discuss and assess the situation more deeply; find out the causes, especially subjective causes. On that basis, propose appropriate tasks and solutions to focus on in order to overcome existing shortcomings and limitations, respond to newly arising problems and resolve outstanding issues with the highest efficiency.
According to the agenda, during the meeting, the Government will listen to and discuss the socio-economic situation in March and the first 3 months of 2022; the implementation of Resolution No. 01/NQ-CP of the Government; the implementation of the Socio-economic Recovery and Development Program; the results of the implementation of the 2021 Public Investment Plan and the implementation of the 2022 Public Investment Plan; a report on regulations limiting the scale of land use area in each phase for industrial parks with an area of over 500 hectares; a proposal to develop a Law on Management and Use of State Capital Invested in Production and Business at Enterprises (amended); a proposal to develop a draft Law on Industrial Development; a draft Law on Medical Examination and Treatment, and a number of other important issues.
