Vice President Vo Thi Anh Xuan; Comrade Dinh Van An, Assistant to the General Secretary, attended the meeting.
In his opening speech, Prime Minister Pham Minh Chinh analyzed some main features of the context and situation in May. Accordingly, strategic competition between countries is complicated, the war in Ukraine is still prolonged and unpredictable, affecting the global economy. The world economy is growing slowly. Inflation risks, input material prices are increasing, especially oil prices. Non-traditional security issues, food security, climate change, etc. are complicated.
Domestically, the COVID-19 epidemic continues to be under control. Many major and important events take place. The 5th Central Conference of the 13th tenure ended successfully, discussing and deciding on many important contents on land, collective economy, agriculture, farmers and rural areas. The 3rd session of the 15th National Assembly opened and is taking place in an exciting and quality manner. The 31st SEA Games was a great success, continuing to affirm and promote the image of the country, people and sports of Vietnam. Foreign affairs activities, especially high-level foreign affairs, were carried out in a vibrant, smooth and effective manner.
Also in the month, the Government continued to deal with outstanding issues such as loss-making projects, weak credit institutions, and a number of public investment projects that have been delayed for many years. The Thai Binh 2 Thermal Power Plant officially started generating electricity after many years of "freezing".
We also continue to deal with a number of issues arising in the new context such as issues related to the capital market, inflation, rising gasoline prices, rising input material prices, etc.

In that context, under the leadership of the Party, headed by General Secretary Nguyen Phu Trong, with the participation of the entire political system, the supervision and support of the National Assembly, the direction and administration of the Government, the consensus and support of the people and the business community, the support of friends and international partners, the socio-economic situation in all fields has improved. Agriculture, forestry, fishery, and industry have grown well, and tourism services have improved rapidly.
The pandemic continues to be under control. Most recently, Vietnam jumped 48 places to 14th place in the Nikkei Asia COVID-19 Recovery Index, thanks to its achievements in controlling the pandemic, vaccine coverage, and reopening the economy.
The Government has issued 6 decrees and the Prime Minister has issued 4 decisions to implement the recovery and development program.

We continue to maintain independence, sovereignty, territorial integrity, political stability, security, order and social safety. Anti-corruption work, investigation and handling of cases are being actively implemented. Negotiations on border demarcation and marker planting are being promoted. People's lives are being improved.
However, the lives of a part of the population are still difficult, especially in remote, border, and island areas, and those affected by the COVID-19 pandemic. Public investment disbursement needs more effort. It is necessary to continue to perfect documents guiding procedures for implementing socio-economic recovery and development programs. Some issues related to textbooks and medicines need more positive and effective solutions to meet the wishes and demands of the people.
Due to the limited time of the meeting, the Prime Minister requested that delegates speak briefly, get straight to the point, be clear, and easy to understand, focusing on bottlenecks related to the Government's direction and administration, and newly arising issues that need to be focused on solving.
