Prime Minister Pham Minh Chinh meets with Chairman of the State Duma of the Russian Federation
At the Government Office, Prime Minister Pham Minh Chinh met with Chairman of the State Duma of the Russian Federation Vyacheslav Volodin, who is on an official visit to Vietnam at the invitation of National Assembly Chairman Vuong Dinh Hue.

On the afternoon of October 16, at the meeting, Prime Minister Pham Minh Chinh warmly welcomed Chairman of the State Duma of the Russian Federation Volodin and the high-ranking delegation of the Russian Federation to Vietnam, expressing his belief that the visit of the Chairman of the State Duma of the Russian Federation will contribute significantly to strengthening cooperation between the National Assembly of Vietnam and Russia in particular and promoting the comprehensive strategic partnership between the two countries in general.
The two sides informed each other of the socio-economic situation of each country and agreed that although both countries face challenges in the new situation, bilateral relations still have many positive developments in many fields, and delegation exchanges have been actively implemented at all levels and channels.
On this occasion, Prime Minister Pham Minh Chinh congratulated the Russian Government on its many positive results in maintaining social stability and economic growth in recent times; affirmed that the Government and people of Vietnam always attach importance to the Comprehensive Strategic Partnership with the Russian Federation and cherish the deep Vietnam-Russia friendship that has been nurtured and developed by many generations of leaders and people of the two countries over the past 70 years.
The Prime Minister affirmed that Vietnam wishes to continue promoting cooperation with Russia in all fields, within both bilateral and multilateral frameworks, for the common interests of the two peoples, for peace, stability and development in the region and the world.

For his part, Chairman of the State Duma of the Russian Parliament Vyacheslav Volodin expressed his gratitude for the warm, respectful and sincere reception that the high-ranking leaders and people of Vietnam gave to the delegation; and appreciated the traditional friendship and relationship founded by President Ho Chi Minh and which has overcome many challenges over time.
The head of the Russian legislature highly appreciated Vietnam's increasingly important role and position in the region and the world; affirmed that Vietnam is one of Russia's top priority partners in the Asia-Pacific region.
At the meeting, Chairman of the State Duma of the Federal Assembly of the Russian Federation Volodin also informed Prime Minister Pham Minh Chinh about the results of the very successful talks with Chairman of the National Assembly Vuong Dinh Hue on October 15 and the 2nd Session of the Vietnam - Russia Inter-Parliamentary Cooperation Committee held on the morning of October 16, 2023; said that at the Inter-Parliamentary Session, the Committees of the National Assemblies of the two countries had very substantive discussions, agreeing on many specific measures to promote cooperation between the two parliaments and in other fields.
Prime Minister Pham Minh Chinh said that the economic and trade relations between Vietnam and Russia have recently tended to stagnate due to many objective reasons. Although there have been signs of recovery, they are still not commensurate with the needs and potentials, and have not yet exploited the strengths of both sides. The Prime Minister said that he has recently directed Vietnamese ministries and branches to coordinate with the Russian side to continue promoting cooperation in traditional fields such as oil and gas, industry, agriculture, education - training, culture - tourism, science - technology, etc., as well as actively implementing bilateral cooperation agreements, especially the Minutes of the 24th Session of the Vietnam - Russia Intergovernmental Committee held in April 2023.

The two leaders agreed that relevant ministries and sectors of the two countries need to actively exchange more to remove difficulties, create favorable conditions for Vietnamese goods to access the Russian market as well as promote new potential areas of cooperation such as digital transformation, green energy, infrastructure construction, etc. The two sides welcomed the opening of the Hanoi - Irkutsk direct flight from June 2023 and the signing of the Protocol amending the Intergovernmental Agreements in the oil and gas sector on October 12.
Chairman of the State Duma of the Russian Parliament Volodin agreed with the proposals to promote bilateral cooperation between Vietnam and Russia, saying that the State Duma of the Russian Parliament, as a legislative body, fully supports the enhancement of cooperation between the two countries in all fields, for the benefit of the people of both countries.
Prime Minister Pham Minh Chinh and Chairman of the State Duma of the Russian Parliament Volodin highly appreciated the cooperation between the two countries within the multilateral framework, especially at the United Nations, APEC, the ASEAN-Russia cooperation mechanism, etc., and affirmed that the two countries will maintain close coordination at international forums and organizations, continue to support multilateralism, and support the settlement of disputes by peaceful means, on the basis of international law.
Prime Minister Pham Minh Chinh also appreciated the fact that Russia, including the Russian Parliament, has created favorable conditions for the Vietnamese community to live, study and work stably in Russia. He asked the Russian government to continue supporting the Vietnamese community in Russia, promoting its role as a bridge connecting the two peoples, contributing to promoting the Vietnam-Russia Comprehensive Strategic Partnership.
On this occasion, Prime Minister Pham Minh Chinh sent his regards to Russian Prime Minister Mikhail Mishustin.
