Prime Minister Pham Minh Chinh handed over the Decision to assign the authority of the Minister of Agriculture and Environment.
On the afternoon of July 19, Prime Minister Pham Minh Chinh attended the announcement ceremony and handed over the Decision to transfer comrade Tran Duc Thang - Member of the Party Central Committee, Permanent Deputy Inspector General of the Government Inspectorate to work at the Ministry of Agriculture and Environment, assigning the authority of Minister of Agriculture and Environment.

Also attending were Deputy Prime Minister Tran Hong Ha; Minister of Home Affairs Pham Thi Thanh Tra; Government Inspector General Doan Hong Phong; leaders of a number of ministries, branches, agencies and the Ministry of Agriculture and Environment.

Comrade Tran Duc Thang, born in 1973, from Vinh Phuc province (now Phu Tho province), is a Doctor of Economics, member of the 13th Party Central Committee; held the positions of Deputy Director, then Director of the Department of Public Asset Management, Ministry of Finance. In October 2018, he was elected as a member of the Central Inspection Committee and by 2020, he was Deputy Chairman of the Committee.
In October 2022, Comrade Tran Duc Thang was assigned by the Politburo to hold the position of Secretary of the Hai Duong Provincial Party Committee for the 2020-2025 term. From July 1, 2025, he was assigned by the Prime Minister to hold the position of Permanent Deputy Inspector General of the Government.
Regarding personnel work at the Ministry of Agriculture and Environment, on July 17, 2025, the Politburo decided to warn Mr. Do Duc Duy - Minister of Agriculture and Environment for violations during his tenure as Chairman of the People's Committee of Yen Bai province; then, the President decided to temporarily suspend Mr. Do Duc Duy from the position of Minister of Agriculture and Environment for the 2021-2026 term, pending the 15th National Assembly's consideration of dismissal.
On July 17, Prime Minister Pham Minh Chinh issued Decision No. 1559/QD-TTg transferring comrade Tran Duc Thang - Member of the Party Central Committee, Permanent Deputy Inspector General of the Government Inspectorate, to work at the Ministry of Agriculture and Environment, assigning the authority of Minister of Agriculture and Environment.

Handing over the decision on transfer and delegation of authority to comrade Tran Duc Thang, Prime Minister Pham Minh Chinh emphasized that the Ministry of Agriculture and Environment performs the function of State management in a wide range of fields including agriculture, forestry, salt industry, fisheries, irrigation, disaster prevention and control, rural development, land, water resources, minerals, geology, environment, hydrometeorology, climate change, integrated resource management, protection of marine and island environment...
Meanwhile, the tasks in the remaining months of 2025 are very heavy, and must be promoted to complete the socio-economic development goals for 2025 and the entire term according to the Resolution of the 13th National Party Congress. The Prime Minister said that the consolidation of the leadership of the Ministry of Agriculture and Environment is to ensure the completion of the regular tasks set out, as well as sudden and unexpected tasks that may occur such as responding to storms, floods, natural disasters, etc.
Instructing the Ministry not to do specific tasks, not to directly participate in projects or directly grant licenses, especially those related to land, resources, and minerals - very sensitive areas that are prone to violations, the Prime Minister stated that the Ministry of Agriculture and Environment focuses on performing State management tasks at the macro level, decentralizing and delegating more power along with appropriate resource allocation, improving the implementation capacity of subordinates and designing tools to strengthen inspection, supervision, promote administrative reform, and reduce administrative procedures.
The Prime Minister directed the Ministry to focus on developing strategies, plans, and schemes; mechanisms and policies to implement strategies; leading professional work from the central to grassroots levels using legal tools; summarizing practices, building industry theories..., to concretize the Party's policies and guidelines into State laws for management, with the spirit of managing development creations, serving people and businesses, meeting the requirements of current development and integration requirements.
The Prime Minister requested Comrade Tran Duc Thang, together with the leaders of the Ministry and the entire Agriculture and Environment sector, to continue to strive to fulfill their assigned tasks according to their functions, duties and powers.
In particular, along with regular and extraordinary tasks, the Ministry and the Department of Agriculture and Environment continue to advise, innovate, and perfect institutions and policies, improve the effectiveness and efficiency of land management and use, creating momentum to turn our country into a high-income developed country according to Resolution 18 of the Central Committee; well implement the Law on Geology and Minerals; develop the industry with farmers as the center, rural areas as the foundation, and agriculture as the driving force; ensure domestic food security and provide food to partners according to agreements; contribute to ensuring food hygiene and safety; promote digital transformation, build industry databases; create a healthy competitive environment; continue to perfect and implement agricultural development plans, raw material area planning, brand building, promote the expansion of agricultural export markets; promote the Project on sustainable development of 1 million hectares of high-quality and low-emission rice cultivation in the Mekong Delta; guide to resolve land-related problems at the commune level; protect the environment, effectively resolve and handle environmental pollution to protect people's health; proactively prevent and combat floods, storms, natural disasters...
The Prime Minister requested the Ministry of Agriculture and Environment to maintain, consolidate and enhance solidarity and unity on the basis of the principles and regulations of the Party and the laws of the State; promote the highest sense of responsibility for work; closely coordinate with ministries, branches and localities in performing tasks, together with the whole country to achieve the growth target of 8.3 - 8.5% this year, creating momentum, force and position for double-digit growth in the following years.

Receiving the Prime Minister's direction, comrade Tran Duc Thang said that he will work with the leaders of the Ministry and the entire Agriculture and Environment sector to strive to successfully organize the Congress of Party Delegates of the Ministry of Agriculture and Environment for the 2025-2030 term; promote the completion of all goals and tasks assigned by the Government and the Prime Minister in 2025; continue to well implement the tasks of the Agriculture and Environment sector in the new development period; contribute to the common achievements of the country in the new era./.
