Prime Minister establishes 5 working groups to inspect and urge disbursement of public investment capital
The Prime Minister established 5 working groups to inspect, urge, remove difficulties and obstacles, and promote disbursement of public investment capital in 2023 at ministries, central agencies and localities.
Prime Minister Pham Minh Chinh has just signed Decision 235/QD-TTg dated March 14, 2023 to establish working groups to inspect, urge, remove difficulties and obstacles, and promote disbursement of public investment capital in 2023 at ministries, central agencies and localities. The inspection and urging period is from the 10th to the 25th of each month.

Specifically, establish 5 Working Groups to inspect, urge, remove difficulties and obstacles, and promote disbursement of public investment capital in 2023 at ministries, central agencies and localities (in cases where ministries, central agencies and localities have disbursement rates below the national average), specifically:
Working Group No. 1

Working Group No. 4
The Minister of Planning and Investment is the Head of the Inspection Team, inspecting the following localities: Yen Bai, Phu Tho, Quang Ninh, Hai Duong, Hung Yen, Vinh Phuc, Bac Ninh, Ha Nam, Nam Dinh, Ninh Binh, Thai Binh.
Working Group No. 5
The Minister of Finance is the Head of the Inspection Team, inspecting the following localities: Ninh Thuan, Binh Thuan, Dak Lak, Dak Nong, Gia Lai, Kon Tum, Lam Dong, Dong Nai, Binh Duong, Binh Phuoc, Tay Ninh, Ba Ria Vung Tau.
The members of the Working Groups of Government leaders include leaders of the following ministries and agencies: Planning and Investment, Finance, Justice, Construction, Transport, Agriculture and Rural Development, Natural Resources and Environment, Industry and Trade, State Bank of Vietnam and a number of related agencies. The specific members of each Working Group are decided by the Head of the Group.
The leaders of the Ministry of Planning and Investment are the Standing Committee of the Working Groups headed by the Government leaders, responsible for assisting the Working Group Leaders in preparing the general report of the Working Group at the inspection session and reporting the inspection results, proposals and recommendations of the Working Group after the Working Group has conducted the inspection.
Ministers, Heads of ministerial-level agencies and Heads of the above-mentioned agencies are responsible for participating or sending leaders of Ministries and agencies to participate in the Working Group.
The Ministry of Finance is responsible for sending the Ministry of Planning and Investment and the Government Office disbursement data of ministries, central and local agencies before the 27th of each month.
Ministries, branches and localities report on disbursement status at the end of each month.
The Prime Minister assigned the Ministry of Planning and Investment, based on the disbursement data provided monthly by the Ministry of Finance, to publicly disclose the list of ministries, central and local agencies subject to inspection (with disbursement rates below the national average) on the National Information System on Public Investment and the Ministry of Planning and Investment's Electronic Information Portal.
At the same time, instruct ministries, central and local agencies subject to inspection to report in writing on the disbursement situation at the end of each month and send them to the Ministry of Planning and Investment, the Ministry of Finance, and the Government Office.
The Ministry of Planning and Investment synthesizes reports from ministries, central and local agencies to serve the Working Groups headed by the Government leader, and sends them to the Government leader (Team Leader) before the 10th of each month.
Develop an outline for the Working Groups to report inspection and supervision results to the Ministry of Planning and Investment; on that basis, the Ministry of Planning and Investment will synthesize and report to the Government at the regular monthly Government meeting.
Ministries, central and local agencies subject to inspection shall prepare a report on disbursement status at the end of each month and send it to the Ministry of Planning and Investment, the Ministry of Finance, and the Government Office before the 5th of the following month (according to the report form instructed by the Ministry of Planning and Investment).
Inspection and supervision time is from 10th to 25th of every month.

The working group is responsible for reviewing and summarizing difficulties and obstacles; analyzing the causes of difficulties and obstacles in the implementation of public investment projects, especially projects using ODA capital and preferential loans from foreign donors at ministries, central agencies and localities; proposing solutions to promote disbursement of public investment capital and improve the efficiency of capital use.
Provide guidance on the unified implementation of legal provisions on public investment and related regulations to remove difficulties and obstacles, promote the progress of implementation and disbursement of public investment projects.
Assess compliance with regulations on making, allocating and assigning public investment plans for state budget capital in 2023 of ministries, central and local agencies.
Assess the implementation of solutions to promote disbursement of public investment capital according to the direction of the Government and the Prime Minister in Resolution No. 01/NQ-CP dated January 6, 2023, Resolutions of regular Government meetings; and directive documents of Government leaders on promoting disbursement of public investment capital in 2023.
Review responsibilities in leadership, direction, urging, inspection, review, and handling of difficulties, obstacles, and bottlenecks in public investment disbursement at each ministry, agency, and locality, including the responsibility of the head.
Perform other tasks as assigned and directed by the Head of the Working Group.
Report the inspection results to the Prime Minister within 5 days from the date of completion of the inspection.
The Prime Minister requested the Working Groups to report the inspection results and propose specific solutions to promote the disbursement of public investment capital, and send them to the Prime Minister within 05 working days from the date of completion of the inspection for ministries, central agencies and localities.
The working group has the right to request ministries, central and local agencies to report, provide information and data, assign staff to coordinate implementation and resolve difficulties of those ministries, central and local agencies.
The Prime Minister assigned the Working Group leaders to directly select and inspect a number of ministries, agencies and localities under the Working Group and have an inspection form suitable for the remaining ministries, central agencies and localities; develop a specific inspection plan, work to thoroughly understand the current situation, clearly identify difficulties and bottlenecks at the grassroots level, and the authority to resolve them; on that basis, directly direct the resolution of difficulties or summarize difficulties beyond their authority to report to competent authorities, ensuring quality, practicality and efficiency./.
