On the morning of July 16, in Hanoi, the Central Steering Committee for implementing the Grassroots Democracy Regulations held a National Conference on continuing to promote the building and implementation of the Grassroots Democracy Regulations.
At the Conference, delegates discussed topics, focusing on a number of contents such as the institutionalization of the Party's policies and viewpoints in Directive No. 30-CT/TW and Conclusion No. 120-KL/TW of the Politburo; results and solutions to improve the effectiveness of citizen reception, handling of citizens' complaints and denunciations; promoting the role of socio-political organizations, sharing experiences from localities in the process of implementing grassroots democracy regulations...
Attending and giving a speech at the Conference, General Secretary Nguyen Phu Trong assessed that over the past time, especially in recent years, the implementation of the Grassroots Democracy Charter has had many positive changes. Awareness of democracy and democratic practice of Party committees, authorities, the Fatherland Front, socio-political organizations, cadres, party members, civil servants, public employees and people of all walks of life has been increasingly raised.
In addition to the achievements, General Secretary Nguyen Phu Trong frankly pointed out the limitations and weaknesses such as the work of propaganda, dissemination and implementation of policies and laws on the Charter of Democracy in some localities, agencies and units is not timely; implementation in many places is still formal and perfunctory. The disclosure of related contents in many localities and establishments is not complete, not creating favorable conditions for people to access information...
The General Secretary hopes that after this Conference, Party committees at all levels, authorities, sectors, the Fatherland Front, organizations, agencies and units will continue to thoroughly grasp and implement more synchronously and effectively, putting the building and implementation of the Democracy Charter at all types of grassroots into order, achieving many new and greater results, constantly promoting democracy, awakening the potential and strength of the people, creating motivation to promote emulation movements in labor production, successfully implementing the Resolution of the 12th National Party Congress.

The conference took place on the morning of July 19 in Vung Tau city, Ba Ria - Vung Tau province. Attending the conference were President Tran Dai Quang; Deputy Prime Minister Vu Duc Dam and leaders of central ministries and branches; Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Heroes of Labor and 355 delegates representing nearly 1.5 million meritorious people nationwide.
This is an opportunity for the Party and State to respect, honor and commend exemplary people who have contributed to the revolution and have many outstanding achievements in work, combat, labor and study.

Nearly a year after inspecting the implementation of the environmental protection promise of Formosa Ha Tinh Steel Corporation (FHS), on the afternoon of July 20, Prime Minister Nguyen Xuan Phuc returned to inspect the wastewater treatment process and production line of this large-scale investment project.
Prime Minister Nguyen Xuan Phuc and the working delegation directly inspected the wastewater treatment area, wastewater quality monitoring room; inspected the actual fish farming in the biological indicator pond, the iron smelting department office, the iron rolling mill area, the hot-rolled steel mill and the Formosa wharf area.
The Prime Minister also directly inspected the connection and data transmission from the biological lake system and wastewater from the Automatic Wastewater Monitoring Station to the Department of Natural Resources and Environment of Ha Tinh and the Ministry of Natural Resources and Environment.
Immediately after the inspection trip, the Prime Minister chaired a meeting with the presence of leaders of Formosa Group and ministries, branches and localities.
Ministry of Education and Training requires 63 provinces and cities to review 2018 national high school exam scores
Minister of Education and Training Phung Xuan Nha has just signed Official Dispatch No. 3060 on reviewing and evaluating the organization of the national high school exam.
Accordingly, the Ministry of Education and Training requested the heads of the national high school exam steering committees of provinces and centrally run cities to seriously review and evaluate the implementation process of the exam organization stages in the locality, especially invigilation and grading. During the review process, if any violations are detected, promptly report to the Ministry of Education and Training and, based on the situation, request the police to coordinate in investigating and clarifying the responsibilities of related organizations and individuals for handling according to regulations and laws.
The Ministry of Education and Training requires the implementation of testing and recognition of high school graduation after review according to the exam organization plan, ensuring compliance with regulations, rules and rights of candidates.
The Ministry also closely coordinates and creates the best conditions for implementing the assessment and evaluation work as required. Synthesize the results of the review and evaluation of the organization of the 2018 National High School Exam in the spirit of honesty, objectivity, and seriousness, report to the Ministry of Education and Training, and at the same time disseminate, thoroughly understand, and draw lessons to better organize the following exams.

On July 20, in Hanoi, the National Assembly Office held a conference to collect opinions on the draft Project to pilot the merger of the Office of the National Assembly Delegation, the Office of the People's Council, and the Office of the Provincial People's Committee.
The majority of delegates agreed with the merger of the three offices into one general advisory and support office. This is a correct policy of the Party, contributing to streamlining the staff, rearranging the organizational structure of the office to be compact, improving the effectiveness and efficiency of the advisory, support and service work of the office. The merger will contribute to saving and reducing regular expenses; effectively implementing administrative reform, public service, civil servants and salary policy reform, attracting cadres with good expertise and rich practical experience from departments, branches, sectors and localities to work at the common office, contributing to further improving the quality of the increasingly professional and modern cadre and civil servant team.
However, delegates also noted that the merger of the three offices is not just a mechanical merger but needs to clearly define the name, legal status, functions, tasks, organizational structure, working relationships, and operating mechanism of the common office to be suitable, avoiding overlap in advisory work, serving the National Assembly Delegation, People's Council, and Provincial People's Committee.
Floods kill 10 people, many provinces face historic flooding

Due to the influence of the tropical convergence zone connecting with the low pressure area, on the night of July 20, the North and North Central regions had rain. Particularly, Son La, Hoa Binh and the Northern Delta had very heavy rain, some places over 100 mm such as: Son Tay, Ha Dong, Ba Vi (Hanoi) from 120 to 170 mm; Minh Dai (Phu Tho) 270 mm, Bai Chay (Quang Ninh) 110 mm.
Meanwhile, another low pressure area in the North is moving towards the Gulf of Tonkin, and is likely to strengthen into a tropical depression on July 22. If this happens, there will be very heavy rain in some provinces in the North and North Central regions.
According to the Central Steering Committee for Natural Disaster Prevention and Control, by the morning of July 21, floods had killed 10 people (8 in Yen Bai; 2 in Thanh Hoa), and 11 people were missing (9 in Yen Bai; 2 in Thanh Hoa). More than 100 houses collapsed, over 3,000 others were flooded, and thousands of houses had to be urgently evacuated. Thousands of hectares of rice, crops, and aquatic products were damaged.
The floods have caused landslides and traffic jams on several roads. Many localities in the Northern and North Central provinces have been isolated due to landslides and flooding.

Attached to the notice was a list of 1,029 missing red book blanks. These papers mainly have the symbols AB, AN, AK, AL, AH...
According to Colonel Thanh, the investigation agency's notice was sent to banks to coordinate to avoid cases of using these red book blanks to forge and mortgage them to banks, with the aim of fraudulently appropriating assets.
