Regarding the promotion of law making and the establishment of special economic zones at this time, Prime Minister Nguyen Xuan Phuc analyzed that many places in the world have done special economic zones successfully many years ago. "It is too late for Vietnam to do it now. There needs to be a mechanism to attract and create a good investment environment here. That is the most important issue," the Prime Minister summarized.

Regarding the policy of land management and use in special economic zones, the Prime Minister said that the head of the Government personally received many messages, letters, and phone calls from intellectuals, National Assembly Deputies, etc. about the issue of 99-year land lease in the draft law on Special Administrative-Economic Units (abbreviated as the Special Economic Zone Law).

“There is a huge wave on this issue, especially among intellectuals who are very concerned. I receive many phone calls, text messages, and letters of comments” - the Prime Minister emphasized that the Government listens to opinions, listens responsibly to intellectuals, the people, and National Assembly delegates.

Regarding the issue of land allocation and land lease for projects of up to 99 years, which has caused concern to many National Assembly delegates, the Government leader explained that in such special cases, the Prime Minister will consider them and of course, before making a decision, he must consult with the relevant authorities.

According to the Prime Minister, 99-year land allocation is a special case and must be considered very closely with other conditions.

“But this is not the key point in the law, if necessary, the National Assembly will not accept it. We want the National Assembly to consider and decide carefully and publicly. The decision is the right of the delegates and the National Assembly,” the Prime Minister stated.

Government leaders analyzed that with special economic zones, the important thing is to create mechanisms and a favorable investment and business environment, but incentives or land are not the deciding factors.

Prime Minister Nguyen Xuan Phuc affirmed once again that the Prime Minister listens to the opinions of intellectuals, people, and researchers, while the National Assembly considers and decides on this matter, and "whatever the decision is, the Government will respect it."
