On the afternoon of July 25, Prime Minister Nguyen Xuan Phuc presented to the National Assembly the organizational structure of the Government for the 2016-2021 term.

18 Ministries and 4 ministerial-level agencies

According to the proposal, the organizational structure of the new Government term will retain the same 18 Ministries and 4 ministerial-level agencies as the organizational structure of the Government term 2011-2016.

Specifically including: Ministry of National Defense, Ministry of Public Security, Ministry of Foreign Affairs, Ministry of Home Affairs, Ministry of Justice, Ministry of Planning and Investment, Ministry of Finance, Ministry of Industry and Trade, Ministry of Agriculture and Rural Development, Ministry of Transport, Ministry of Construction, Ministry of Natural Resources and Environment, Ministry of Information and Communications, Ministry of Labor, Invalids and Social Affairs, Ministry of Culture, Sports and Tourism, Ministry of Science and Technology, Ministry of Education and Training, Ministry of Health.

4 ministerial-level agencies include: Ethnic Committee, State Bank, Government Inspectorate, Government Office.

Prime Minister Nguyen Xuan Phuc presented to the National Assembly the organizational structure of the Government for the 2016-2021 term.

Prime Minister Nguyen Xuan Phuc stated that recent practical operations have shown that the Government's organizational structure for the 2011-2016 term is basically appropriate. The Government has fulfilled its assigned functions and tasks.

The report also stated that, in order to organize the implementation, after the National Assembly has a Resolution on the organizational structure of the Government for the 14th National Assembly term, the Government will issue a framework Decree on the structure, powers, functions and tasks of ministries and ministerial-level agencies; perfect the apparatus of ministries and ministerial-level agencies, ensuring the reduction of focal points and intermediate levels.

The Government will also amend and supplement the working regulations according to the provisions of the Constitution, the Law on Government Organization and related laws, meeting practical requirements; clearly defining the responsibilities, scope and methods of handling the work of the Government, the Prime Minister, Deputy Prime Ministers and other members of the Government; innovating leadership and management methods on the basis of promoting the application of information technology and building an e-Government.

The report on the review of the Government's organizational structure presented by Mr. Nguyen Khac Dinh - Chairman of the National Assembly's Law Committee agreed with the organizational structure of the Government for the 14th National Assembly term as in the 13th National Assembly term, including 18 ministries and 4 ministerial-level agencies. The implementation of this plan is consistent with the Party's policies, the Constitution, the Law on Government Organization and meets practical requirements.

Overlapping and overlapping contents in the division of management areas of ministries and ministerial-level agencies will be resolved through amending and promulgating new Government decrees regulating the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies.

Need to streamline, clearly define authority and responsibility

Prime Minister Nguyen Xuan Phuc emphasized that the organization plan for the 2016-2021 term is to build a streamlined, effective and efficient Government organizational structure, ensuring good performance of the Government's functions and tasks as the highest state administrative agency, exercising executive power, being the executive body of the National Assembly, fulfilling the role of state management in a market economy, socialist orientation and international integration.

“Complete the functions, tasks, and organizational powers of ministries and ministerial-level agencies in a streamlined and rational manner, ensuring clear division of authority and responsibility between the Government, the Prime Minister, ministries, ministerial-level agencies, and state administrative agencies at all levels. Consistently implement the principle that only one agency is assigned to preside over and take primary responsibility for a task. For related agencies, clearly identify the relevant agencies to coordinate, overcome the situation of overlap, division, and vacancy in the implementation of state management functions and tasks for sectors and fields,” said the Prime Minister.

In the review report, the Law Committee also requested the National Assembly to note that the Government should closely follow the functions and tasks prescribed in the Constitution and the Law on Government Organization, continue to innovate the leadership and management methods for socio-economic development, promote the role of the Government, enhance the responsibility of ministries and ministerial-level agencies, strengthen coordination in state management, improve operational efficiency and effectiveness, and meet development requirements.

“Establishing a reasonable organizational structure to do a good job of institutional building, being the focal point for strengthening management in a number of areas where reality is posing new tasks such as responding to climate change, managing seas and islands, energy, managing state-owned enterprises and state capital in enterprises. Increasing the initiative of local authorities and strengthening inspection and supervision by the Central Government” – Mr. Nguyen Khac Dinh emphasized.

Immediately after listening to the reports, delegates discussed in the Delegation about the organizational structure of the Government. The discussion results will be reported by the National Assembly Standing Committee to the National Assembly tomorrow morning (July 26) before the National Assembly discusses and votes to pass the Resolution on the organizational structure of the Government./.
