Prime Minister: Absolutely no personal gain, causing difficulties for businesses

The appraisal of economic projects on security protection is the task of the Public Security sector, and must absolutely not be used to make things difficult for businesses and investors.

Speaking at the conference reviewing the work of ensuring economic security of the Ministry of Public Security on the morning of May 25, Prime Minister Nguyen Xuan Phuc emphasized that the appraisal of economic programs and projects related to the work of protecting security and order is the task of the police force at all levels. The process of project appraisal and policy making must absolutely not be exploited for personal gain, causing difficulties for businesses and investors.

This is a conference to review the work of ensuring economic security in the period of 2009 - 2016 and implement Directive No. 12 of the Politburo on "Strengthening the Party's leadership in ensuring economic security in the conditions of developing a socialist-oriented market economy and international economic integration".

Also attending were Politburo member, Minister of Public Security, Senior Lieutenant General To Lam, leaders of the Ministry of Public Security and leaders of a number of ministries and branches.

At the Conference, Senior Lieutenant General Le Quy Vuong, Deputy Minister of Public Security, thoroughly grasped Directive No. 12, dated January 5, 2017 of the Politburo (12th tenure) on "Strengthening the Party's leadership in ensuring economic security in the context of developing a socialist-oriented market economy and international economic integration". Next, the representative of the General Department of Security, Ministry of Public Security presented a preliminary report on ensuring economic security from 2009 to 2016.

The report stated that under the leadership of the Party and State, directly by the Politburo, the Secretariat, and the Prime Minister, the Public Security force has used synchronous measures, promoting the combined strength of the entire political system, ministries, economic sectors, and the entire population in ensuring economic security.

Therefore, the police force has promptly detected, effectively fought against and prevented plots and sabotage activities of hostile and reactionary forces and all kinds of crimes in the economic field; ensuring security and safety of economic cooperation activities with countries around the world.

The police force has also proactively advised the Party and State on policies and solutions to speed up progress and ensure Vietnam's national interests and security in negotiations to join regional and world economic organizations and forums; negotiate and sign bilateral and multilateral trade agreements... Along with that, it has proactively and effectively implemented the work of ensuring economic security to serve the process of economic restructuring.

Speaking at the Conference, on behalf of the Party and State leaders, Prime Minister Nguyen Xuan Phuc highly appreciated and commended the achievements that the People's Public Security force has achieved in all aspects of ensuring security and order in general, and protecting economic security in particular in recent times.

Regarding the tasks in the coming time, the Prime Minister directed the police force to create a clear change in the awareness of all levels and sectors about the position, meaning, importance and urgent requirements of ensuring economic security in the current situation.

Clearly define that ensuring economic security is the responsibility of all levels and sectors, under the leadership of the Party and the administration of the Government, in which the Public Security force plays a core role. The task of ensuring economic security must be closely linked to ensuring internal political security, protecting cadres and Party members, and preventing corruption and negativity.

Therefore, it is necessary to focus on thoroughly implementing and concretizing the guidelines, viewpoints and policies of the Party and State on developing a socialist-oriented market economy and on ensuring economic security, especially Directive No. 12 of the Politburo. Clearly define the responsibilities of the heads of ministries, branches and localities in ensuring economic security.

It is necessary to closely and harmoniously combine socio-economic development, international economic integration with ensuring economic security. The appraisal of economic programs and projects related to security and order protection is the task of the police force at all levels, and the relevant agencies are responsible for coordination. The process of project appraisal and policy making must enhance the sense of responsibility, absolutely not taking advantage for personal gain, causing difficulties for businesses and investors.

The Prime Minister also directed the Public Security force to proactively grasp the situation, identify threats and risks that may harm the economy, promptly advise and propose to the Party and State appropriate and effective response policies and solutions... Along with that, it is necessary to continue improving the quality and effectiveness of Public Security measures to contribute to protecting the macro-economy, controlling inflation, supporting and developing enterprises, improving the business environment, and enhancing national competitiveness in the spirit of the Government's Resolution.

Heads of Public Security of units and localities must directly and regularly direct the implementation of all aspects of Public Security work to ensure economic security in accordance with the spirit of Directive No. 12 of the Politburo.

Receiving the instructions of Prime Minister Nguyen Xuan Phuc, on behalf of the Central Public Security Party Committee, the leadership of the Ministry of Public Security and the entire People's Public Security force, Minister To Lam emphasized that the People's Public Security force is deeply aware of its tasks and responsibilities in ensuring economic security. This is a prerequisite to contribute to creating a premise, a favorable environment, security and safety for startups, rapid and sustainable development of the economy, ensuring the macro-economy, promoting industrialization, modernization and international economic integration of the country.
