Prime Minister: Resolving procedures for people and businesses must be top priority

Attending the conference were Deputy Prime Ministers; Deputy Secretary of the Government Party Committee; Ministers, Heads of ministerial-level agencies, Government agencies; leaders of central departments, ministries and branches.

The conference assessed that after nearly 2 months of implementing the operation of local government under the 2-level model, many important results have been achieved. Localities have completed the arrangement and consolidation of People's Councils and People's Committees at the provincial and communal levels; established 465 specialized agencies under the People's Committees of 34 provinces and cities and 9,916 specialized departments under the People's Committees of 3,321 communes, wards and special zones.

Public administrative service centers have been put into operation, from July 1 to August 19, the whole country has received a total of nearly 4.4 million records. Based on 30 Decrees of the Government, ministries and ministerial-level agencies have issued 66 circulars on decentralization, delegation of authority, division of authority and implementation instructions. As of August 19, a total of more than 94,000 people have decided to quit their jobs, of which nearly 82,000 have retired or quit their jobs, and more than 50,000 people have received payments.

As of August 15, the total number of surplus houses and land that need to be processed is 16,124, of which 6,704 houses and land arise due to administrative unit rearrangement. There are 354 commune-level administrative units that have not been equipped with cars. There are 601 commune-level administrative units that have not met the requirements for machinery and equipment, and mainly have not met the requirements for the quality of machinery and equipment serving the tasks.

In addition to the very basic results, delegates said that the implementation of work settlement according to decentralization and delegation of authority is still confusing. The quantity and quality of cadres, civil servants and public employees are not uniform, many units lack specialized staff. The application of information technology, archiving records, digitizing documents, etc. is not synchronous; financial and budgetary work is still stuck in handing over records and data, etc.

In particular, after the reorganization, local authorities at the commune level have only focused on reorganizing, organizing operations according to the new model and handling administrative procedures; they have not yet exploited the new space well and have not clearly demonstrated development creation... Leaders of ministries and branches said that they have sent officials and are ready to send officials from ministries and branches to provinces, cities, and even commune levels to provide professional and technical support to localities.

New equipment, new spirit, new motivation

In his concluding remarks, Prime Minister Pham Minh Chinh emphasized that the arrangement of administrative units and the organization of two-level local governments is a revolution in organization and rearrangement of the country to equip new provisions, create new momentum and motivation for the whole country to enter a new era of rich, civilized, prosperous and thriving development.

In the context of a huge workload, implementing the direction of the Politburo, the Secretariat, especially General Secretary To Lam, the Government has deployed the task very resolutely. The results so far have created a general consensus of the whole country, the support of the people and businesses, the efforts of the entire political system, the active and proactive participation of all levels, sectors and localities. The operation of the two-level local government apparatus is basically "smooth sailing", is stabilizing, responding correctly and accurately to the aspirations of the people, resolving difficulties and obstacles in the development process.

Considering this a big and difficult task, it is inevitable that there will be problems during the implementation process. The Prime Minister directed to continue reviewing and immediately removing difficulties and problems so that the administrative apparatus, especially at the commune level, can operate smoothly, ensuring efficiency, effectiveness and efficiency.

The Prime Minister stated that the guiding spirit is not to be perfectionist, not to be hasty, to learn from experience while doing, to gradually expand and perfect; however, there are issues that cannot be solved immediately but cannot be prolonged; but determination must be high, effort must be high, action must be drastic, each task must be completed, each task must be done properly; 6 clear assignments: clear people, clear work, clear time, clear products, clear responsibilities, clear authority.

Regarding institutions, the Prime Minister requested ministries and branches, based on existing laws and resolutions, to continue reviewing, supplementing, and adjusting to ensure sufficient legal basis and regulations to have a basis and basis for implementation.

Agencies must focus on resolving administrative procedures for people and businesses, without backlog or delay; this must be given top priority, thoroughly resolving problems, which is also a resource and driving force for development.

Regarding organization and staffing, the Prime Minister assigned the Ministry of Home Affairs to continue providing guidance on how to make it suitable, smooth, and most effective; agencies will conduct a comprehensive review and classification; in the immediate future, any positions that are lacking need to be filled soon.

Regarding increasing the number of cadres from ministries and branches to localities, the Prime Minister requested that it be based on local needs, thereby arranging cadres appropriately based on local coordination, avoiding waste, omissions and overlaps.

Relevant agencies must thoroughly resolve and complete the payment of benefits and policies for officials, civil servants, and public employees who retire after being rescheduled according to regulations. This must be completed by August 30 at the latest, as directed by the Politburo.

Prime Minister Pham Minh Chinh directed the Ministry of Finance to preside over, continue to guide, and organize the effective exploitation of existing facilities, ensuring rationality, science, and avoiding waste, but also not allowing difficulties or shortages in facilities. If necessary, proposals must be made; if there is a surplus, it must be transferred; if there is a shortage, it must be supplemented; at the same time, continue to guide localities on procurement, financial and budgetary revenue and expenditure.

Regarding information infrastructure and digital infrastructure, there are still problems, fragmented investment, and many focal points. The Prime Minister requested the Ministry of Science and Technology to take the lead and ensure smooth connection and a system; ministries and branches must have their own databases, with the spirit of "correct, sufficient, clean, and alive"; technology corporations and enterprises must actively participate in perfecting this infrastructure. For 17 ministries and branches, the administrative procedure system must be connected, unified, and interconnected.

Regarding the toolkit for measurement, evaluation and monitoring, the Prime Minister requested the Ministry of Science and Technology to complete it before September 10.

On the basis of planning and plans, it is necessary to determine development orientation, exploit new development space, maximize the potential differences, outstanding opportunities, and competitive advantages of each commune and provincial level unit.

The Prime Minister requested Deputy Prime Ministers, leaders of ministries, branches, provincial and district-level localities, based on their functions, tasks and powers, to be proactive, proactive, remove difficulties, and resolve work within their authority. If beyond their authority, they must report to competent authorities.

Media agencies should promote effective, focused propaganda based on specific situations; promote information about good models and effective practices for localities to learn from and replicate.

The Government Inspectorate and the Inspection Committee of the Government Party Committee must proactively take action, periodically report to the Government and the Standing Committee of the Government Party Committee; promptly commend and reward units, collectives and individuals who do well, as well as handle organizations and individuals who intentionally obstruct and block the development process.

Prime Minister Pham Minh Chinh emphasized the need to promote proactiveness at the grassroots level; increase training and guidance; invest in infrastructure to develop science and technology; build a mechanism to mobilize resources and promptly adjust unreasonable issues.

At the meeting, Prime Minister Pham Minh Chinh also directed ministries, branches and localities to carefully prepare conditions for organizing a conference to summarize the program and emulation movement nationwide to join hands to eliminate temporary and dilapidated houses nationwide on August 26; and to prepare and organize well the Exhibition 80 Journeys of Independence - Freedom - Happiness opening on August 28./.
