In particular, discuss and develop temporary guidelines for "safe, flexible adaptation and effective control of the Covid-19 epidemic" with the most appropriate roadmap, scope, scale and level possible for localities to apply.

At the meeting, Prime Minister Pham Minh Chinh said that after Ho Chi Minh City and some southern provinces eased social distancing, many people from Ho Chi Minh City and Binh Duong spontaneously moved back to their hometowns. Therefore, the Prime Minister called on people to restrain themselves and not move spontaneously, increasing the risk of spreading the disease in the community.

The Prime Minister requested Ho Chi Minh City and provinces with a large population and migrant workers to continue to propagate, explain, and mobilize people to stay to be fully vaccinated; continue production, business, and socio-economic development. If people really want to return to their hometowns for various reasons, localities should coordinate to organize the reception and transportation of people back to their hometowns, ensuring safety in disease prevention and control, convenient travel, ensuring traffic safety and avoiding causing frustration for people.

Prime Minister Pham Minh Chinh requested ministries, branches, localities and functional agencies to pay special attention to strengthening the leadership and direction role of Party committees and authorities at all levels, especially at the grassroots level; and to promote the responsibility of leaders.

Strengthen and develop the health system, especially the grassroots health system; be ready to strengthen mobile health, ensure that people have early access to health care, remotely, and from the grassroots level, to avoid overloading the health system and causing a health crisis; minimize deaths. At the same time, thoroughly implement the 5K principle + vaccine, treatment drugs + technology + people's awareness. Combine treatment of mental and spiritual health in parallel with physical health for Covid-19 patients. Urgently complete and effectively implement the Overall Strategy on epidemic prevention and control to safely adapt to the epidemic; proactively forecast and complete scenarios and plans for epidemic prevention and control suitable to the new situation. The implementation of opening up must be planned, proactive, with a suitable and effective roadmap.

The Prime Minister said that the Government and relevant ministries and sectors have been making every effort to import the fastest and most vaccines for free vaccination for the people; promote research and technology transfer to proactively provide vaccines domestically. Strive to cover more than 90% of people over 18 years old in all localities with at least 1 dose of vaccine by the end of the year and have a plan to implement vaccination for children aged 12-17...

Previously, on September 30, the Prime Minister issued an official dispatch on continuing to control people entering and leaving Ho Chi Minh City and the provinces of Binh Duong, Dong Nai, and Long An. The Prime Minister directed provinces and cities nationwide to continue to closely and effectively coordinate with the four localities of Ho Chi Minh City, Binh Duong, Long An, and Dong Nai to propagate, mobilize, and provide necessary support to encourage people not to move back to their hometowns on their own. At the same time, localities coordinate to bring workers and laborers who have returned to their hometowns back to the provinces and cities in the region to restore production and business./.
