Prime Minister Pham Minh Chinh requested ministries, branches and localities to act more quickly, continue to mobilize maximum forces, direct the synchronous and drastic implementation of measures, prioritize key areas to quickly overcome the consequences of storm No. 10 and the recent floods, ensuring that people's lives return to normal as soon as possible.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 185/CD-TTg dated October 2, 2025 on urgently overcoming the consequences of storm No. 10 and post-storm floods.
Telegrams sent to the Chairmen of the People's Committees of the following provinces and cities: Quang Ninh, Lang Son, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Da Nang, Phu Tho, Tuyen Quang, Son La, Lao Cai, Cao Bang, Thai Nguyen, Bac Ninh, Hanoi, Dien Bien, Lai Chau; Ministers, Heads of ministerial-level agencies, and Government agencies.
Storm No. 10 and the floods after the storm have caused extremely heavy damage to people's lives and property in the Northern and North Central provinces (incomplete statistics as of 7:00 p.m. on October 2, 2025, storms and floods have killed and left missing 65 people, injured 164 people; 349 houses collapsed, over 170,000 houses had their roofs blown off or damaged...) leaving pain and loss for many families; greatly affecting production, business activities and people's lives; threatening to impact the socio-economic growth of many localities and the whole country in 2025.
General Secretary To Lam, the Standing Member of the Secretariat and the Prime Minister have issued many documents directing, visiting and encouraging localities and people in disaster-stricken areas to quickly overcome difficulties and losses and stabilize their lives.
On behalf of the Party and State leaders, the Prime Minister commended the Party committees at all levels, authorities, organizations and the entire political system of the provinces and cities where the storm passed, together with the military and police forces, for proactively taking action and promptly supporting the people to overcome the consequences of the storm and floods, gradually stabilizing their lives.
Absolutely do not let students in flood-affected areas lack schools and books, people have no place to live, lack food, or lack medical examination and treatment.
Faced with the risk of continued impacts from storms and floods in the coming days, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies; Secretaries and Chairmen of People's Committees of the above-mentioned provinces and cities, according to their functions, tasks and authority, to be more proactive and continue to:mobilize maximum forces, direct the synchronous and drastic implementation of measures, prioritizing key and key points to quickly overcome the consequences of storm No. 10 and the recent floods according to the direction of the Prime Minister in Official Dispatch No. 183/CD-TTg dated October 2, 2025, ensuring that people's lives return to normal as soon as possible, including: Focusing on supporting people to repair houses and essential infrastructure, first of all, health care, education, electricity, water, telecommunications, traffic, especially the traffic routes that are still cut off in the provinces of Thanh Hoa, Nghe An, Lao Cai, Tuyen Quang, Cao Bang; to be completed before October 5, 2025. Absolutely do not let students in storm- and flood-ravaged areas lack schools, classrooms, books and school supplies, people have no place to live, lack food, lack clothes, lack medical treatment when sick.
At the same time, urgently complete the assessment and statistics of damage caused by storm No. 10 and floods, flash floods, and landslides, and send them to the Ministry of Finance and the Ministry of Agriculture and Environment according to the direction of the Prime Minister in Official Dispatch No. 183/CD-TTg dated October 2, 2025.

Sharing and supporting people in disaster-stricken areas to overcome difficulties and losses and soon stabilize their lives
The Prime Minister requested ministries, branches and localities to continue to do a good job of propaganda and mobilization, promoting the tradition of "mutual love", "national love, compatriots' affection", "the whole leaves cover the torn leaves", "the torn leaves cover the more torn leaves" to mobilize the cooperation of philanthropists and compatriots, comrades, especially the business community to share and support people in disaster-hit areas to overcome difficulties and losses, and soon stabilize their lives with the spirit of "whoever has something helps", "whoever has property helps property, whoever has merit helps merit", "whoever has a lot helps a lot, whoever has little helps a little", "a piece of food when hungry is worth a package when full".
Focus on directing and providing maximum possible support to affected households to restore production and business activities, especially agricultural production, to create conditions for people to soon stabilize their lives and ensure local economic growth.
The Prime Minister assigned the Ministry of Finance and the Ministry of Industry and Trade, according to their functions and tasks, to coordinate with relevant localities to immediately implement support and insurance policies for enterprises to restore production, business, service and goods circulation activities to contribute to ensuring the economic growth target in 2025.
Synchronously deploy measures to overcome consequences and restore production
The Ministry of Agriculture and Environment shall preside over and coordinate with relevant ministries, agencies and localities: Fully and accurately compile statistics on damage caused by storms and floods nationwide, report to the Prime Minister before October 4, 2025; direct the synchronous implementation of measures to overcome consequences, restore agricultural production; ensure the supply chain of plant and animal varieties to overcome the consequences of storms and floods. Review agricultural production plans and options, promote production in localities not affected by the recent storms and floods to proactively regulate and ensure adequate food supply in the coming time, especially at the end of the year and the Lunar New Year 2026.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to continue to closely monitor the situation and promptly direct ministries, branches and localities to carry out work to overcome the consequences of storm No. 10 and floods.
The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch; promptly report to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues.
* Prime Minister Pham Minh Chinh has just signed Decision No. 2171/QD-TTg dated October 2, 2025 to support 2,524 billion VND from the central budget reserve in 2025 for 15 localities to support people's lives, repair dikes, irrigation reservoirs, natural disaster prevention works, essential infrastructure, and stabilize residents in urgent disaster areas affected by storm No. 10 and other natural disasters from the beginning of 2025.
