The Prime Minister requested to strengthen the management of the auction of mineral exploitation rights for common construction materials.
Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 1087/CD-TTg dated November 11, 2023 on strengthening the management of auctions of mineral exploitation rights for common construction materials.

Telegrams sent to the Ministers of the Ministries of Public Security, Natural Resources and Environment, Finance, Construction, Justice; Chairman of the People's Committee of Hanoi City; Chairmen of the People's Committees of provinces and centrally run cities.
The content of the telegram is as follows: In recent times, many localities have organized public and transparent auctions of mineral exploitation rights for common construction materials, achieving many positive results, contributing to supplementing revenue sources for local budgets. However, in Hanoi recently, the auction results for the exploitation rights of 3 sand mines: Lien Mac, Chau Son and Tay Dang - Minh Chau were many times higher than the starting price, with unusual factors, of particular concern to public opinion, which could create an effect on socio-economic development and the construction materials market.
To manage the auction of mineral exploitation rights for common construction materials strictly and in accordance with the law, the Prime Minister has the following instructions:
1. The Chairman of the Hanoi People's Committee directs to immediately review the entire process of surveying, assessing mine reserves, preparing documents and organizing auctions of mineral exploitation rights at 3 sand mines: Lien Mac, Chau Son and Tay Dang - Minh Chau, ensuring strictness and compliance with the law, absolutely not allowing organizations and individuals to take advantage of loopholes in management to profit, lose, waste, and benefit groups; promptly detect and strictly handle violations of legal regulations in mineral exploitation rights auctions, prevent acts of taking advantage of auctions to push up prices, disrupt the market, and profit, and report to the Prime Minister before November 20, 2023.
2. The Ministry of Natural Resources and Environment shall preside over and coordinate with the Ministries of Finance, Construction, Justice and the People's Committees of provinces and centrally-run cities to urgently review and inspect the organization of mineral exploitation rights auctions, especially minerals used as common construction materials, showing signs of abnormality, with auction results many times higher than the starting price, and handle according to its authority violations of legal regulations on mineral exploitation rights auctions, promptly detect shortcomings in legal regulations to advise and propose competent authorities to amend, adjust and supplement, prevent profiteering, and strictly handle acts of taking advantage of auctions to disrupt the market; propose solutions to limit negative impacts (if any), and report to the Prime Minister...
3. The Ministry of Public Security directs local police to strengthen their grasp of the situation, promptly detect, prevent, and strictly handle violations of legal regulations in the auction of mineral exploitation rights.
