The Prime Minister has just issued a Decision requiring the People's Committees of provinces and centrally-governed cities to direct local anti-smuggling, anti-trade fraud, and anti-counterfeiting forces to organize the destruction of confiscated smuggled cigarettes.
This decision by the Prime Minister replaces Decision No. 1112 dated August 21, 2012, on the pilot program for re-exporting confiscated smuggled cigarettes that are still of good quality. The reason is that after nearly two years of implementing the pilot program for re-exporting confiscated smuggled cigarettes, many localities have not shown clear effectiveness, while the relevant agencies have spent a lot of time, effort, and money on developing guiding documents and organizing implementation.
Furthermore, the policy of allowing re-export in the past has also created a very high risk of re-smuggling of smuggled cigarettes... Therefore, after nearly two years of piloting, only 10 out of 28 provinces and cities have requested to continue implementing the re-export of seized smuggled cigarettes.
