The Prime Minister has just issued a Decision requiring the People's Committees of provinces and centrally-run cities to be responsible for directing local forces against smuggling, trade fraud and counterfeit goods to organize the destruction of confiscated smuggled cigarettes.
This Decision of the Prime Minister replaces Decision No. 1112 dated August 21, 2012 on piloting the re-export of confiscated smuggled cigarettes of remaining quality. The reason is that after nearly 2 years of piloting the re-export of confiscated smuggled cigarettes, in many localities there have been no clear results, while the authorities have spent a lot of time, effort and money on developing guiding documents and organizing implementation.
In addition, the recent policy of re-exporting has also made the risk of re-smuggling of smuggled cigarettes very high... Therefore, after nearly 2 years of piloting, only 10/28 provinces and cities have proposed to continue re-exporting seized smuggled cigarettes.
